PCCC fast-tracks completion of NV’s LCCAP

Governor Carlos M. Padilla presided over the 1st regular meeting of the Provincial Climate Change Council (PCCC) of the Provincial Government of Nueva Vizcaya (PGNV) held on July 22, 2022 at the Ammungan Hall, Provincial Capitol, Bayombong.

This multi-sector special body, which is chaired by the Governor himself, tackled issues and concerns pertaining to the Local Climate Change Action Plan (LCCAP) that is required to be submitted by local governments to the Climate Change Commission (CCC) pursuant to DILG Memorandum Circular No. 2021-068, dated June 28, 2021.

The discussions centered on the conceptual framework and process of Climate Change Vulnerability Assessment and LCCAP preparation.

Governor Padilla, though cognizant of the minuscule role of the province in the human-induced Climate Change phenomenon, propounded his full support for the concerted intervention efforts.

He was also in agreement with the integration of Climate Change adaptation measures with the PPAs of all other special bodies and offices of the PGNV.

In justifying his stand, he said that “every sector and LGU has to do something in this regard as the province and the nation at large are not exempted anyhow from the resultant disasters”.

“Since the Philippines has been politically active in pushing for global reforms and remedies in response to this natural phenomenon, the cooperation of all is indeed very much needed”, PPDO Chief Engr. Edgardo D. Sabado added.

According to PENARO Chief For. Tito A. Tanguilig, “funding support for the programs, projects, and activities (PPAs) covered by the LCCAP shall come mainly from the PDRRMO budget”.

Based on the presentations made by the resource persons from the Provincial Disaster Risk Reduction Management Office (PDRRMO) and Provincial Planning and Development Office (PPDO), the subject LCCAP forms an integral part of the PGNV’s budget for CY2023.

Accordingly, the PCCC members unanimously concurred with the motion requiring the immediate completion of the LCCAP which, they said, has to be submitted to the Sangguniang Panlalawigan for its adoption on or before September 30, 2022.
