Punong Barangay Habungan joins SPNV

The Sangguniang Panlalawigan of Nueva Vizcaya (SPNV) passed Resolution No. 2023-4712 on September 4, 2023, recognizing the assumption of Punong Barangay Joefrey G. Habungan of Tiblac, Ambaguio as its new Ex-Officio Board Member representing the Provincial Liga ng mga Barangay. This came after Hon. Habungan took the helm of the provincial league following the resignation of its former President Victor B. Gines, Jr.

The SPNV received and reviewed the necessary documents pertaining to Hon. Habungan’s appointment, which include his Panunumpa sa Katungkulan (Oath of Office) administered by Governor Atty. Jose V. Gambito, and the Certificates of Confirmation from Ms. Eden Chua Pineda, National President of the Liga ng mga Barangay, and Engr. Elma M. Urbina, Provincial Director of the Department of the Interior and Local Government.

These documents, along with the SPNV Resolution, officially conferred upon Hon. Habungan the provincial level legislative position. Hon. Habungan took his Oath of Office, administered by Vice Governor Eufemia A. Dacayo, in accordance with Section 41, Chapter 10, Book I of the Administrative Code of 1987, as amended by Republic Act 6733.

The SPNV’s legislative measure aimed to ensure the smooth transition of leadership within the Liga ng mga Barangay and to maintain the effective representation of the barangays in the legislative body of the province. It also highlighted the importance of adherence to the legal provisions governing this transition.

Furthermore, it underscored compliance with Republic Act No. 7160 and Memorandum Circular No. 151, s. 1992, specifically Section 8, that in the event of a vacancy in the representation of the youth and the barangay in the Sanggunian, the vacancy should be automatically filled by the next in rank official of the organization concerned.

It is hoped that his leadership and dedication will bring about positive changes and advancements for the welfare of the province’s 275 barangays. #mvs
