
The Provincial Government of Nueva Vizcaya recently facilitated the distribution of benefits under Ordinance No. 2024-252, authored by Board Member Patricio “Tito Pat” F. Dumlao, honoring the last five living Novo Vizcayano World War II veterans. Said Ordinance institutionalized benefits for these veterans, including a financial incentive of PHP 25,000 each.
It can be recalled that on June 2023, Gov. Atty. Jose V. Gambito in collaboration with the Philippine Veterans Affairs Office (PVAO) recognized 11 World War II (WW II) living heroes of Nueva Vizcaya , acknowledging the Vizcayano veterans’ acts of valor during the war and their gallantry, patriotism and enduring contributions to the nation’s history.
To date, only five of the 11 WW heroes are still alive.1. Ildefonso Peralta Gallardo born August 2, 1925 from Careb Bagabag, NV; 2. Ignacio Abrin Galindez born December 21, 1926 from Poblacion Aritao; 3. Albert Guttierez Ruizo born January 14, 1926, Bonfal West, Bayombong, NV; 4. Maximo Bueza Santiago born on September 12, 1925 from Bascaran, Solano, NV; . and 5. Juan Marcelino Vadil March 6, 1925, Dupax del Norte.
Nonetheless, , through the initiative of BM pat Dumlao, the remaining five heroes were able to received their incentives, The initiative was organized in coordination with the Philippine Veterans Affairs Office Field Service Office (PVAO FSO) Bayombong, led by Ms. Marilen Tolentino, the Nueva Vizcaya AFP Veterans Association, Inc., headed by Col. Marcelino B. Tacadena, Jr. GSC PA (RES), and the Provincial Social Welfare and Development Office (PSWDO).
BM Dumlao stressed the importance of ensuring that these benefits reach the veterans in a dignified and meaningful manner. “We don’t have to organize a grand event to distribute the benefits. These are nonagenarians, most are bedridden. The least we can do is visit them, show our appreciation, and engage in sincere conversations with them,” he said.
In addition to honoring said WW II Veterans, BM Dumlao, was also the one who initiated the recognition of the grandchild of World War II veteran Juan N. Serquina. Frederick C, Serquina who successfully completed a degree in Bachelor of Science in Criminology at St. Mary’s University in 2023, benefitting from the PVAO’s educational assistance program. This program stands as PVAO’s support to the descendants of veterans who have dedicated their lives to the service of the nation.
Through these efforts, the province of Nueva Vizcaya continues to pay homage to its history and the sacrifices that have shaped its present. #gpp
