SCTC to Hold Hostage Taking Simulation

July 25, 2024, Nueva Vizcaya Livelihood and Pasalubong Center | The Security and Counter-Terrorism Committee (SCTC) of the Office of the Governor under the leadership of Governor Jose V. Gambito has conducted its 2nd regular meeting, highlighted by the presentation of the “Oplan Galaxy,” a comprehensive crisis management plan developed by the Nueva Vizcaya Provincial Local Government Unit (NVPLGU). The plan aims to ensure the safety and security of all stakeholders while establishing an incident command system for crisis situations.

The Nueva Vizcaya Police Provincial Office (NVPPO) meantime presented detailed scenarios, including a hostage-taking drill and a bomb threat scenario. These exercises are designed to demonstrate the practical application of the crisis management plan and to test the effectiveness of the security measures and action plans devised by the Philippine National Police (PNP) – Provincial Emergency Communication Unit (PECU) and the Special Weapons and Tactics (SWAT) team.

One of the meeting’s highlights was the unanimous support for staging a full-scale simulation of the scenarios presented. This simulation is planned to take place at the Regional Trial Court, Capitol, Bayombong, and aims to provide a realistic training ground for all involved parties.

PLtCl. Ferdinand E. Laudencia of the NVPPO in his presentation on the Incident Command System for Crisis Management, urged the SCTC members to conduct a preliminary drill before executing the full-scale scenario dramatization. This approach would allow for identifying potential issues and refining the response strategies.

Provincial Warden SFO4 Carmelo Andrada (Ret.). emphasized the importance of adapting the NVPPO’s action plan and highlighted that Gov. Gambito’s flagship program on peace and order remains a top priority.

Executive Judge Paul Attolba Jr. suggested that the drill should include both positive and negative outcomes, showcasing scenarios of successful and failed negotiations on hostage dealings.

SFO Andrada assured the members that Governor Gambito would direct all offices within the capitol compound to fully cooperate in ensuring the success of the bomb threat and hostage-taking exercise. /gpp
