RTC South Hoists Accomplishments during FRC

On June 9, 2025, the Regional Trial Court (RTC) South District sponsored the Flag Raising Ceremony for the provincial government of Nueva Vizcaya, taking the opportunity to also report on their accomplishments from 2024 to 2025.

RTC South District Judge Paul Attolba prefaced their speech by congratulating the newly elected provincial officials of the province, highlighting the essential partnership between the justice system and the provincial government. “We can all achieve our shared goal for an effective government. Know that you do not walk alone. Together, let us move forward with a shared commitment to progress, justice, peace, equality, and the wellbeing of every citizen in this province.”

In December 2024, the RTC Branch 30 under Judge Attolba’s jurisdiction had 299 pending cases, while the beginning of 2025 delivered 41 more, resulting in 340 cases. Of these 340 cases, 83 cases were considered decided or disposed; it was then calculated that the closure rate was 24% for Branch 30. For Branch 37, they numbered 194 pending cases in the same month; 2025 brought 431 more cases filed from January-May 2025, bringing the total up to 625 cases. In that period, they were able to decide/dispose of 210 of those cases, making their closure rate 33.6%. The Office of the Clerk of Court had issued 688 certifications in the same period, a work that is ‘not just the output of the judges’, according to Judge Attolba, but the ‘collective effort of our staff: the branch clerk of courts, stenographers, court interpreters, legal researchers, process servers, and sheriffs’. The dedication of the staff ensured in the speed and efficiency of due process and thus the dispensation of justice.

Judge Attolba went on to express his ‘deepest appreciation’ to the provincial government headed by Governor Atty. Jose V. Gambito, for their unwavering support, not just in budgetary allocation, but also for their practical needs when conducting outreach to clients in Bambang who had been devastated by Typhoon Pepito in 2024. Judge Attolba affirmed their continued partnership with the provincial government, stating that their high case resolution percentage is a testament to their gratitude and support.

In his own address, Governor Gambito called for the provincial employees present to allow the spirits of nationalism and patriotism to fill them during the Flag Raising, and asked for them to follow the examples of other LGUs who participate with wholehearted sincerity and without distraction.

The Flag Raising also saw the recognition of the Girl Scouts of the Philippines Junior Troop no. 92 – Sampaguita Troop, hailing from Antutot Elementary School in Kasibu, Nueva Vizcaya, was awarded the 1st Prize Winner at the 2025 Pilar Hidalgo Lim Troop Achievement Awarding, for their participation in a literacy advocacy under the statute of the Girl Scouts of the Philippines. This achievement comes as yet another landmark for the multi-awarded Nueva Vizcaya.

The presentation of the Saniata ti Nueva Vizcaya 2025 also took place immediately after the recognition of the Girl Scouts, with Saniata 2025 Miss Karen Guieb being called upon to not only help award the young Girl Scouts, but to also be given her own Certificate of Commendation for her achievement during the Grand Ammungan Festival 2025.

As the provincial government of Nueva Vizcaya embarks on another week of service, the accomplishments of each and every division inside and outside of the Capitol serve as reminders to the relevance and necessity of working for the betterment of the province and all Novo Vizcayanos. /igmb
