Rolling Stalls to Operate at the Capitol

To support and promote local entrepreneurship, the Provincial Government of Nueva Vizcaya, under the leadership of Governor Atty. Jose V. Gambito, initiated the Capitol Rolling Stalls Project. On May 5, 2025, the Capitol Rolling Stalls were inaugurated with eight stalls available and open for rent by interested entrepreneurs.

The Capitol Rolling Stalls Project is open to Bonafide residents of Nueva Vizcaya for at least 3 years prior to the date of application and must have a duly registered business engaged in food industry and holding a valid business permit issued by the relevant local government agency. Interested applicants must submit a Letter of Intent addressed to the Governor, Atty. Jose V. Gambito, through Juditte L. Asunsion, Provincial Cooperative Affairs Officer and Chairperson, Ad Hoc Committee on Capitol Rolling Stalls. Accomplish application form with the following documentary requirements, such as existing Mayor’s Permit (issued within Nueva Vizcaya), existing business registration (DTI/SEC/CDA, as applicable), Voter’s ID or Certificate, Barangay Certificate, Barangay Business Permit/Clearance, copy of bank statement and income tax return, and BIR registration.

Once application is approved, the applicant shall submit the following additional requirements: Business Plan, Municipal Health Permit from RHU, Mayor’s Permit from Bayombong (as the rolling stalls will be operated within its jurisdiction), and BIR registration. The rolling stall has a monthly fee of P4,000.00 and each stall includes 2 tables and 8 chairs and must operate only during designated days and hours, and not later than 9:30 PM, within authorized areas of the Capitol compound. The rental terms include security deposit equivalent to 3 months’ rent, and advance payment of 1 month’s rent.
