
The Provincial Development Council – Committee on Development Administration (PDC-CODA) convened on March 5, 2025, to discuss the proposals and performances of the different divisions and agencies of the Provincial Government at the PIHO Function Room, PIHO Building, Capitol Compound, Bayombong, Nueva Vizcaya.
The meeting was spearheaded by Provincial Budget Officer and PDC-CODA Chairperson Virginia N. Iglesias. The agenda included the presentation of the 3rd Supplemental Annual Investment Plan, and the Quarter Monitoring and Evaluation Report, among other matters. One of the highlights is the presentation of the 3rd Supplemental Annual Investment Plan, wherein the committee assesses the project proposals within and outside of the provincial government. The proposals include everything from in-office procurements to large-scale provincial assistance such as infrastructure development in areas such as Malico in Sta. Fe, Quezon, and Diadi.
Several concerns were raised during the meeting, especially from the Provincial Planning and Development Office (PPDO), which was receiving proposals up to the morning of the meeting. A motion was carried and approved that suggested a period of 15 days up to the next PDC-CODA meeting for proposals to be submitted by concerned parties to allow the PPDO time for thorough examination. Another concern was the relative incompleteness of these proposals in requirements and details, as Chairperson Iglesias announced that market scoping is now a requirement for procurement requests under the jurisdiction of the Requisition Office. The PPDO also emphasized the importance of including the bases of spending in said proposals for completeness.
The Quarter Monitoring and Evaluation Report, wherein the performance and accomplishments of each and every office were relayed to committee, also put forth the concern from the committee that missed or unaccomplished targets are often reliant on outside factors. Chairperson Iglesias recommended that at least 75% of targets be accomplished by September for assessment and leaving the remaining 25% to be accomplished in the last quarter of the year.
The PDC-CODA Meeting is conducted with regularity as an opportunity for the council members to go over resolutions, proposals submitted by the different agencies and divisions of the provincial government, and the performances and accomplishments of these same agencies and divisions. In their capacity as an assessment body, the PDC-CODA ensures that any and all project proposals for the benefit of Nueva Vizcaya’s constituency fall within the reasonable jurisdiction of the provincial government. /igmb
