
To enhance the accuracy, transparency, and accountability of public service delivery, the Provincial Government of Nueva Vizcaya launched the Provincial Waterworks Billing and Collection System (PWWBCS) held at the Provincial Information and Technology Division (PITD) conference room on June 25, 2025.
Present during the launching were Engr. Danilo Z. Dominguez, Provincial Waterworks System (PWWS) Superintendent and his staff, with the technical personnel from the PITD who jointly developed and implemented the new system.
This initiative directly responds to audit observations raised by the Commission on Audit (COA), which noted the lack of appropriate internal control measures in billing, collection, and accounting under the PWWS office. The COA warned that such weaknesses may lead to unreliable statements of accounts and an increased risk of under or over-collection of water fees, as well as possible misstatements in financial reports.
As a corrective measure, the provincial government, through the leadership of Governor Jose V. Gambito, spearheaded the creation of the digital billing and collection system to streamline operations, integrate consumer data, and improve the delivery of financial documentation.
The action plan involved the development of a centralized billing system to manage data from all water consumers in the province. As part of the preparatory phase, a data cleansing process was conducted by the PWWS to ensure the accuracy of records before integration.
The system, developed by the PITD headed by Ms. Sherlyn Fernandez, now enables automatic generation, printing, and tracking of Statements of Account (SOA). The system can now generate reports required by Provincial Accounting Office (PACCO) and Provincial Treasury (PT) consistent to Internal Audit and Services Office (IASO) and COA recommendations.
Through the efforts and technical oversight of Engr. Dominguez in the implementation of the billing system, an institutional reform in transforming the PWWS is expected into a more accountable and service-oriented department.
Governor Gambito, known for his practical governance and fiscal discipline, has continuously supported automation and digitalization efforts within the province, especially in areas involving public utilities and resource management.The launch of PWWBCS is expected to improve public service delivery, and stronger internal controls, addressing long-standing operational issues with proactive and technology-driven solutions. /gpp
