PGNV Deliberates Truck Driver Exemptions

Key stakeholders gathered on January 17. 2025 at the Ammungan Hall, Bayombong. NV to deliberate the implementation of Republic Act 8794, focused on proposing exemptions for trucks transporting agricultural products to and from Metro Manila from overloading restrictions.

The dialogue led by Governor Jose V. Gambito, Chairman of the Infrastructure Development Committee, aimed to address the challenges faced by the agricultural sector while ensuring road infrastructure preservation.

RA 8794 enforces a Motor Vehicle User’s Charge (MVUC) and penalties for overloading, including a fine of twenty-five percent of the MVUC for trucks and trailers exceeding the prescribed gross vehicle weight. Additionally, the law sets a maximum axle load of thirteen thousand five hundred kilograms (13,500 kgs.).

Gov. Gambito highlighted the need for a balanced approach: We are here today to find a win-win solution that will accommodate both stakeholders and the public who utilize our roads. Millions are invested by the government in road improvement, yet we also incur millions in damages. Let’s find ways to maintain well-constructed and orderly roads,” he said.
