PGNV addresses key fiscal management challenges at 4th Quarter ManCon

On October 14, 2024, the 4th Quarter Management Conference (ManCon) was held at Ammungan Hall, Capitol Compound, bringing together the heads of various Provincial Government of Nueva Vizcaya offices. The conference was was was was presided over by Governor Atty. Jose V. Gambito and co-chaired by Provincial Planning and Development Coordinator Engr. Edgardo D. Sabado focused on critical topics affecting governance and fiscal management.

Key discussions on fuel concerns during the conference revolved around several critical aspects. Participants received updates on the current payment statuses related to fuel procurement, ensuring that all transactions were timely and transparent. This included an examination of outstanding payments and any discrepancies that needed to be addressed to maintain compliance with financial regulations.

In addition, the conference strengthened the necessity of compliance with required supporting documents for the payroll of Contract of Service (COS) and casual workers, following a recent memorandum order. During the conference, it was stressed that maintaining proper documentation is essential in order to ensure timely payments and preventing administrative delays.

Governor Gambito outlined Executive Order (EO) 62 Series of 2024, which introduces austerity measures aimed at optimizing resources within the provincial government. EO 62 mandates stricter budget controls, encourages efficient spending practices and prioritizes essential services to ensure that government resources are utilized effectively during challenging economic times.

“It is essential that we implement measures that will optimize our resources. EO 62 reflects our commitment to fiscal responsibility, ensuring that every peso is accounted for and used effectively for the benefit of our constituents,” Gov. Gambito said. Further discussions included the status of project implementation from essential funding sources, such as the 20% Development Fund (DF), the Provincial Disaster Risk Reduction and Management (PDRRM) budget, and supplemental budgets. Participants also reviewed the status of the Credit Line Agreement with the Landbank of the Philippines (LBP), assessing compliance with various technical requirements for projects funded by this loan. The conference concluded with an in-depth briefing on the upcoming 2025 Provincial Appropriations Act (PAA), which is a critical framework for financial planning and resource allocation for the next fiscal year. The PAA indicates the budgetary provisions for various offices, ensuring that each office understands its financial entitlements and responsibilities.

During the briefing, office heads were informed about the key priorities and objectives that the administration aims to achieve through the PAA. This includes funding for essential services, infrastructure projects, disaster risk reduction initiatives, and other programs that align with the provincial government’s strategic goals. Emphasis was placed on the importance of aligning office budgets with these priorities to maximize the impact of government spending.

“Our collaboration across offices is vital for addressing the pressing issues we face. By working together and maintaining compliance with necessary regulations, we can ensure that our projects are not only funded but also successfully implemented to serve the needs of our community,” Engr. Sabado stressed.
