Mandates

  • Assist and advise the Chief Executive in the development, formulation, and execution of policies, rules and regulations in all areas of personnel management in accordance with Civil Service Rules and Regulations
  • Implements a comprehensive and balanced personnel development programs designed to raise the level of efficiency and effectiveness and morale of the personnel in the Provincial Government
  • Establishes a sound recruitment and selection system within the organization
  • Administers the position classification and comprehensive system (as prescribed by DBM) and other employee welfare programs such as medical, hospitalization benefits, health and safety standards, insurance, disability, retirement and other benefits
  • Assist the department heads in the development and implementation of performance standards evaluation systems and employee recognition programs
  • Conduct Exit Interviews of retiring, resigning, transferring or separating employees from agency to determine their suggestion and/or feedbacks on how to improve organizational productivity and performance
  • Provides relevant inputs in the development and implementation of human resource training and development programs
  • Maintains a complete and up-to-date personnel information system
  • Ensure the establishment of the agency Human Resource Management Database
  • Liaises with the Civil Service Commission on personnel matter
  • Ensure the establishment, maintenance and disposal of agency’s employees 201/120 files
  • Provide secretariat services to HR related committees and others as assigned
