NV OFW Council reviews accomplishments, reinforces support for OFWs

Nueva Vizcaya Overseas Filipino Workers (OFW) Council, through the Public Employment Service Division (PESD) of the Governor’s office headed by Chief – Supervising Labor and Employment Officer II, Ms. Dolly Rose C. Minas, convened its 2nd Quarter meeting to assess recent accomplishments and strengthen efforts for protection and welfare of OFWs and their families in the province. The meeting was held on June 3, 2025 at Ituy Hall, Executive Building, Capitol, Bayombong.

Presided over by Board Member Elma P. Lejao, the meeting centered on the accomplishment report of the OFW Welfare Center for the 4th Quarter of 2024 and 1st Quarter of 2025. Among the most notable developments was the presentation of an updated database that tracks returning, retired, and active OFWs of the province.

The NV OFW Council was created with the support of Governor Atty. Jose V. Gambito to institutionalize local mechanisms that safeguard the rights and promote the welfare of OFWs and their families. Through strengthened collaboration among key agencies like Overseas Workers Welfare Administration (OWWA) and Department of Migrant Workers (DMW) and data- driven approach, the Council aspires to make sure no OFW is left behind.

The Council also discussed plans to improve reintegration programs and provide financial and livelihood assistance to OFWs, particularly those returning home after years of working abroad and those in distress. The session was attended by several provincial and regional officials, including Engr. Maria Jonem P. Gacad, Assistant Provincial Planning and Development Coordinator, Ms. Melanie Gapasen, Officer-in-Charge for Programs and Services and SEnA Program Head, OWWA Region 2 and Mr. Gerardo M. Nicolas, Division Chief – Processing Unit, Department of Migrant Workers (DMW) Region 2.

The Council is more than just a body. It is a support system, a link between modern-day heroes and the provincial government. With Governor Gambito’s support, the NV OFW Council remains committed to work hand-in-hand with OWWA and DMW to guarantee that OFWs feel the care and commitment of their home province. /jmcb
