In a solemn display of unity and compassion, the province of Nueva Vizcaya, under the leadership of Governor Atty. Jose V. Gambito, has joined the entire nation in observing a Day of National Mourning on November 4, as declared by President Ferdinand R. Marcos Jr. through Proclamation No. 728. This day of remembrance honors the lives lost during the devastating impact of Severe Tropical Storm Kristine.
Signed by Executive Secretary Lucas Bersamin on October 30, Proclamation No. 728 mandates that the Philippine flag be flown at half-mast from sunrise to sunset on all government buildings and installations, both domestically and internationally. This directive aligns with Republic Act No. 8491, known as the “Flag and Heraldic Code of the Philippines,” which prescribes the half-mast display of the national flag as a symbol of mourning during nationally significant tragedies.
Governor Gambito expressed his heartfelt condolences, stating, “In these trying times, our hearts go out to the families who have lost loved ones. Nueva Vizcaya stands in solidarity with the entire nation, and we are committed to supporting those affected by this tragedy. We are fortunate that, although Typhoon Kristine passed through our province, it left only minimal impact. Let us come together in prayer and extend our helping hands to those in need.”
President Marcos has called upon the Filipino people to offer prayers for those who perished in the tragedy, emphasizing a collective spirit of empathy and support for the bereaved families and loved ones.
Severe Tropical Storm Kristine, which struck from October 21 to 25, unleashed torrential rains and violent winds, resulting in widespread flooding and landslides. According to the National Disaster Risk Reduction and Management Council, as of October 30, the storm affected approximately 1,788,630 families, or 7,033,922 individuals, and tragically resulted in 139 casualties.
