Governor Atty. Jose V. Gambito extended his gratitude to the Department of Environment and Natural Resources (DENR) office in Nueva Vizcaya for its steadfast support of the provincial government’s position asserting that Barangay Malico is part of Sta. Fe, Nueva Vizcaya. The governor made this announcement during the flag-raising ceremony this morning, which was sponsored by the Provincial Environment and Natural Resources Office (PENRO) Nueva Vizcaya, led by Engr. Giovannie Magat.
Governor Gambito reiterated that there is no longer a boundary dispute between Nueva Vizcaya and Pangasinan, as the issue concerning Malico was resolved long ago through a memorandum of agreement. This agreement was signed by former Nueva Vizcaya Governor Rodolfo Q. Agbayani and Pangasinan Governor Victor Agbayani. According to the memorandum, it was agreed that the boundary between Sta. Fe and San Nicolas would be delineated through a survey conducted by the National Mapping and Resource Information Authority (NAMRIA). The survey clearly indicated that Malico is part of Sta. Fe, Nueva Vizcaya.
Governor Gambito defended the legitimacy of the agreement, asserting that the process was transparent and lawful. “The contract has been consummated, as the completed NAMRIA survey has already delineated the boundaries. There is nothing left to do but respect the results of this agreement. Everything is now a fait accompli.”
In addition to acknowledging the support from DENR, Governor Gambito praised PENRO Nueva Vizcaya for being recognized as the best performing PENRO office in the Cagayan Valley region. This prestigious recognition was based on several performance indicators, including the streamlining of processes and improvement of critical services, innovations and systems initiated and implemented by the office, and effective solid waste management practices, commonly referred to as 5S(Set,Sort,Shine,Standardize and Sustain).
The governor commended the PENRO team for their dedication and excellence in enhancing environmental management and services, which have significantly contributed to the sustainable development of Nueva Vizcaya. /RMI
