Former PLGU Employees joins the 12th Sangguniang Panlalawigan

From civil servants to elected provincial leaders, former employees of the Provincial Local Government Unit (PLGU) of Nueva Vizcaya — Emerlene Jane Galanta-Martinez and Leonard Clemens Cadoy — have officially took oaths as Board Members of the 12th Sangguniang Panlalawigan.

The inaugural oath-taking ceremony of the provincial board was held on July 7, 2025, and was administered by Vice Governor Eufemia Ang-Dacayo at the Sangguniang Panlalawigan Hall, session hall. Martinez who was a Sangguniang Kabataan Provincial Representative to the SP before she became an Executive Assistant of former Gov. Carlos M. Padilla, and Cadoy a first time board member of the provincial board, both earned the trust and support of Vizcayanos for their exemplary service as long-time provincial employees.

Board Member Galanta-Martinez now chairs the Committee on Women, Children, and Family Relations, and the Committee on Oversight and Accreditation for NGOs, People’s Organizations, Linkages, and External Affairs. These assignments were seen in her strong advocacy for inclusive development, women and children’s welfare, and participatory governance.

Meanwhile, BM Cadoy, leads the Committee on Good Governance, Ethics, and Spiritual Affairs, and the Committee on Human Resource and Development, aligning with his past work in ensuring transparency, ethics in public service, and personnel development.

Both Galanta-Martinez and Cadoy served under the Office of the Governor during the administration of the late Governor Carlos M. Padilla and continued to play key roles under the current leadership of Governor Jose V. Gambito.

Martinez, who served as Executive Assistant to Governor Padilla and Gov. Gambito, was entrusted with approving requests of all barangays including MLGUs, NGOs and all other organizations/ associations within the province specifically on financial matter valued at P500,000.00 and below. She was also designated as the Chairperson of the Provincial Youth Development Office, where she advanced programs for the youth sector.

Cadoy, on the other hand, who was Administrative Officer V under former Gov. Carlos M. Padilla served as his liaison to barangay and municipal officials, ensuring seamless communication and coordination of programs of the local government units. He was later designated as the Values Formation Officer (VFO), following the passage of the ordinance creating the Provincial Values Formation Council. This body, chaired by the late Governor Padilla, laid the foundation for Moral Recovery Programs (MRPs) aimed at strengthening Filipino core values.

Both Martinez and Cadoy brought with them a wealth of institutional knowledge and grassroots experience, which they vowed to translate into responsive legislation that addresses the needs of ordinary Vizcayanos.

The 12th Sangguniang Panlalawigan was focused on the organization of the legislative body and the formal assumption of committee chairmanships by its members, signaling a fresh term with a renewed commitment to inclusive, transparent, and development-oriented governance. /gpp
