
Governor Jose V. Gambito led the province’s newly elected officials and department heads in the Newly Elected Officials (NEO) Executive Orientation held at Ammungan Hall, Capitol, Bayombong, on July 8, 2025. The orientation was spearheaded by the Department of the Interior and Local Government (DILG), Nueva Vizcaya Provincial Office, headed by Provincial Director Catherine G. Allam-Miranda.
The executive session, which gathered both legislative and executive leaders, aimed to strengthen local leadership through enhanced governance, strategic planning, and collaborative action. It was participated not only by elected officials of the 12th Sangguniang Panlalawigan but also by the department heads of the Provincial Local Government Unit (PLGU).
In her welcome message, Director Allam-Miranda emphasized the importance of strategic dialogue between branches of government. “This orientation provides a venue for recalibrating our goals, sharing insights, and building stronger coordination to respond to the needs of our people more effectively,” she said.
Vice Governor Eufemia Ang Dacayo also delivered a message of encouragement, calling on all elected officials to lead with integrity and unity. “Ngayong panibagong yugto ng paglilingkod, sama-sama nating isabuhay ang prinsipyo ng isa ang iniisip, isa ang ginagawa, at isa ang nilalagay sa puso. Kapag ganito tayong lahat, mas malayo ang mararating ng ating lalawigan,” Dacayo emphasized.
The DILG in coordination with the provincial government enjoined the attendance of the governor, provincial administrator, and all heads of offices to facilitate a joint reflection on governance performance, identify key development challenges, and explore strategic interventions.
Meanwhile, Gov. Gambito set the tone for how the provincial government wants to govern in the next three years. He acknowledged the challenges identified during the executive workshop and stressed the importance of planning, prioritization, and budgeting. “We have identified during our workshop the various challenges we are currently facing and will continue to face as a province. These challenges need to be addressed, but it won’t be easy. This is the very reason why do we plan, prioritize, and allocate budget. Our resources are limited, far more than what our current resources can cover. But if we have clear plans, proper budgeting, and set priorities, we can address these challenges effectively. With the help of the department head, we are better positioned to move forward with a focused and strategic response,” he said.
He stressed that Novo Vizcayanos deserve programs backed by planning and unity. “Decisive, accountable, and innovative is the kind of Nueva Vizcaya we owe to the next generation,” Gambito disclosed. /gpp
