
The judiciary branch of government in Nueva Vizcaya is requesting the provincial government, headed by Governor Atty. Jose V. Gambito, to establish a treatment and rehabilitation facility for Persons Deprived of Liberty (PDLs) involved in illegal drug cases.
The request was made by Executive Judge Dominica Dumangeng Rosario during the Monday flag-raising ceremony, which was sponsored by the Regional Trial Court. Judge Rosario emphasized that the establishment of such a facility would greatly benefit not only the families and the PDLs themselves but also the government. She pointed out that this would help reduce costs, as there would no longer be a need to transport PDLs to Ilagan, Isabela to avail of treatment and rehabilitation services. Currently, the provincial government incurs additional expenses for fuel and travel allowances for the guards accompanying PDLs to the Drug Treatment and Rehabilitation Center in Ilagan.
Judge Rosario also requested the accreditation of doctors and nurses from the Provincial Health Office so they can conduct treatment for drug-dependent PDLs locally.
During the ceremony, Judge Rosario reported a high disposal rate of cases filed in various branches of the Regional Trial Court (RTC) North District in the province. Last year, RTC North branches 27, 28, and 29 resolved 1,321 cases out of 2,903 filed, resulting in a disposal rate of 45.50%. From January to May 31, 2025, RTC Branch 27, presided over by Judge Rosario, resolved 239 cases out of 564, or a disposal rate of 42.37%. Branch 28, under Presiding Judge Ginalyn Rubio, recorded a 46.84% disposal rate, resolving 594 out of 1,268 cases. Meanwhile, Branch 29, led by Presiding Judge Cicero B. Jandoc, posted a 29.04% disposal rate, with 183 cases resolved out of 630 filed.
Executive Judge Rosario expressed gratitude to provincial officials for their continued support to the judiciary. She assured that the courts in Nueva Vizcaya will continue to expedite the resolution of cases, not only to deliver justice to crime victims but also to help decongest the Nueva Vizcaya Provincial Jail and the Bureau of Jail Management and Penology facility in Solano. /RMI
