
The Regional Trial Court – North District spearheaded the Flag Raising Ceremony on June 16, 2025, held at the Nueva Vizcaya People’s Stage, Capitol Compound, Bayombong, Nueva Vizcaya.
Similar to RTC South who hosted the previous week’s ceremony, RTC-North also took the opportunity to report on their accomplishments from January 2024 to the present. The rate of resolution of cases has significantly risen over this period, a testament to the hard work of the RTC. In the three courts of the North District for January to November 2024, the number of pending cases was 1, 520, with 1, 383 added in the beginning of 2024, making a total of 2, 903. The courts then managed to resolve of 1, 321 cases by the end of the year, thus making the disposal rate 45.50%.
For 2025, covering the period from December 2024 to the present, the three courts of the North District (Branches 27, 28, and 29) had 1582 cases at the beginning of the year, with 880 new cases, with 1016 resolved from the January to May 2025 period; the total disposal rate for RTC North is 41.25%. The judiciary had also conducted charity works with holding facilities in the last year, with another outreach program also benefiting 40 families affected by Typhoon Pepito in Villaverde.
RTC North expressed their gratitude to both the outgoing and newly elected officials of the province, thanking them for their unstinting support to the judiciary and affirming their partnership. “In return (for your support,) we pledge to do our duties and responsibilities to the best of our efforts,” said RTC North Executive Judge Dominica Rosario.
RTC North also took part in the Philippine Association of Court Employees (PACE) Sportsfest, held on June 12-13, 2025 in Cabarroguis, Quirino. Among the accolades won by RTC in this Sportsfest are Gold Medals in Lawn Tennis, Darts, and Badminton; Silver in Basketball; and Bronze in Table Tennis, and two employees crowned Miss and Mister PACE in a pageant. Overall, RTC was named 1st Runner-Up in the PACE Sportsfest.
Beyond their achievements, the judiciary also called upon the provincial government, the Sangguniang Panlalawigan, and adjoining provincial health offices to ‘consider some important initiatives’: the accreditation of the doctors of the provincial and municipal health offices as treatment and rehabilitation specialists, for the benefit of detainees in the provincial jail and the BJMP in Solano. Budgetary concerns for the logistics of ‘ferrying’ persons deprived of liberty (PDLs) from Nueva Vizcaya to Ilagan, Isabela were cited as practical reasons for this initiative. The judiciary also called for the establishment of a treatment and rehabilitation facility within the province, for the same reasons. “For the good of those who are in the province,” stated Judge Rosario, “But also in the nearby provinces who could make use of these facilities for the treatments, because we should be proactive and always think that prevention is better than cure.”
To conclude the ceremony, the North District of the Regional Trial Court urged the provincial government to ‘remember their responsibilities to serve with integrity, excellence, and dedication’ – qualities that will carry the provincial government of Nueva Vizcaya into a better, more secure future. /igmb
