Intensified Intelligence Efforts a Success, says PTF-ELCAC

Bayombong, Nueva Vizcaya – Provincial Jail Warden Carmelo B. Andrada presided over the joint meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) on February 20, 2025, at the NV Pasalubong and Livelihood Center.

The meeting gathered local chief executives, heads of national and provincial agencies, law enforcement officials, and representatives from schools and universities to discuss pressing issues related to peace and order, insurgency, public safety, and drug abuse prevention and control within the province.A key agenda was the presentation of the 2025 PTF-ELCAC accomplishments of member agencies, covering the period from November 2024 to January 2025, highlighting issues and concerns along with corresponding recommendations and action plans of various agencies.

Among the significant discussions was focused on the update on anti-illegal drug activities in the provinces presented by Rosario Abella, IA V of the Philippine Drug Enforcement Agency (PDEA). She emphasized the sources and distribution of illegal drugs within the province, drug trends, and the modus operandi of drug syndicates. Despite these challenges, PDEA reported a substantial decline in the supply of illegal drugs, attributing the success to intensified intelligence efforts, strengthened collaboration with law enforcement counterparts, and active community participation. Moreover, she declared that the barangay drug-clearing operations have proven effective in reducing drug-affected areas in Nueva Vizcaya.

Other agencies who shared their contributions to the peace and order initiatives in the province include, among others, the Nueva Vizcaya Bureau of Fire Protection (NVBFP) who presented its best practices, while the Bureau of Jail Management and Penology (BJMP) highlighted the awards and recognition it has received for its implementation of programs under the PPOC. Additionally, the Nueva Vizcaya Provincial Police Office (NVPPO) showcased its outreach programs in support of PTF-ELCAC’s mission and disclosed that Nueva Vizcaya is generally peaceful.

Governor Atty. Jose V. Gambito who took time to have an initial dialogue with the committee members, expressed his commitment to peace and order, emphasizing its critical role in economic development. As always, he has been extremely satisfied with Nueva Vizcaya’s declaration as an insurgency-free province, maintaining his position that the province’s peaceful situation will create more job opportunities for Vizcayanos. /gpp
