The Provincial Government of Nueva Vizcaya, led by Governor Atty. Jose V. Gambito, has achieved a notable milestone with its Provincial Planning and Development Office (PPDO) headed by Engr. Edgardo Sabado, being recognized as the first in the region to secure approval for its Provincial Development and Physical Framework Plan (PDPFP). This accolade was awarded by the Department of Human Settlements and Urban Development’s Regional Office during the Gawad Parangal 2024, part of the National Shelter Month celebrations held on December 12 at Go Hotels Plus in Tuguegarao City.
The awarding ceremony, originally planned for October, was postponed due to recent typhoons impacting the region. Assistant PPdO Engr. Maria Jonem Gacad accepted the plaque of recognition on behalf of the provincial office.
The PDPFP is a comprehensive document that outlines strategic land resource utilization to promote the growth and development of Nueva Vizcaya and its residents. It identifies the province’s physical resources, development constraints and opportunities, and establishes a long-term vision with strategies, policies, and program recommendations. This framework plan is crucial as it serves as the foundation for annual investment programming and budgeting within the province, acting as the “bloodline” for its economic activities. By aligning resources and strategies, the PDPFP aims to foster sustainable development and enhance the quality of life for the citizens of Nueva Vizcaya.
Governor Gambito expressed his gratitude for the recognition, emphasizing the hard work of the PPDO team in crafting a plan that not only meets regional standards but also serves as a model for others. He stated, “I am overwhelmed because, almost weekly for the past months, the provincial government has been receiving various recognitions, I truly feel the divine providence in my leadership. Since I took office after the passing of Governor Carlos M. Padilla, I have not neglected my responsibilities. The province has flourished, and I am immensely thankful to the Lord, my colleagues in the provincial government, and the Novo Vizcayanos. Their support and unity have led to the fruitful governance we are experiencing today.”
