PLGU- Nueva Vizcaya Honored with ARTA RCS Silver Award for Outstanding Public Service

The provincial government of Nueva Vizcaya under the leadership of Governor Atty Jose V. Gambito has once again been recognized for its outstanding efforts in public service, receiving the ARTA RCS Silver Award. The accolade was accepted by Provincial Administrator Jovito Celestino, representing Gov. Gambito, and Provincial Treasurer Rhoda S. Moreno, on behalf of the ARTA Committee of the provincial government. The award ceremony took place on October 30 at Conrad Manila, Pasay City, coinciding with the conclusion of the three-day Ease of Doing Business (EODB) Convention and was led by ARTA Secretary Ernesto V. Perez.

The province earned this recognition by achieving a remarkable 90.10% RCS agency score, resulting in a very satisfactory rating in the 2023 Report Card Survey (RCS). This client feedback tool evaluates government service offices’ compliance with the Anti-Red Tape Act of 2007, offering a quantitative measure of user perceptions on the quality, efficiency, and adequacy of public services. Among the awardees, Nueva Vizcaya was one of only two provinces recognized, alongside South Cotabato.

In accordance with Section 20 of RA 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, all government service offices and agencies are required to undergo the RCS. The first full cycle of RCS 2.0 for Fiscal Year 2023 included 860 government agencies, with Nueva Vizcaya emerging as one of the top performers, earning the ARTA RCS Silver Award.

Governor Gambito’s administration is committed to delivering the highest quality of public service, a dedication reflected in this prestigious recognition. “Since day one of my administration, my marching order to all employees of the provincial government has been to treat our clients well, especially those who come to the provincial capitol seeking assistance, because we draw our salaries from them. I want the people to feel that they have a government that genuinely cares for them,” Governor Gambito emphasized.
