Provincial Capitol Executive Building Renamed in Tribute to Late Gov Patricio G. Dumlao Sr.

The Provincial Capitol Executive Building will now be known as the Patricio G. Dumlao Executive Building, following the approval of an ordinance by the Sangguniang Panlalawigan. Authored by Board Member Eunice Galima-Gambol, the ordinance honors the late Governor Patricio G. Dumlao, who initiated the building’s construction in 1970.

The two-story structure, with a footprint of 1,512 square meters and a total area of 3,309 square meters, serves as the face of the provincial capitol. It houses the Office of the Governor and key divisions such as the Provincial Legal Office, Finance Offices, and the Provincial Tourism Office. The building was completely renovated during the tenure of former Governor Ruth R. Padilla, further enhancing its functionality and aesthetic appeal.

“This building is a testament to the noble aspirations and vision of Governor Dumlao,” said Galima-Gambol. “Renaming it in his honor is a fitting tribute.”

Situated along the national road, the building accommodates both provincial and national government offices. The Provincial Capitol Compound, known for its architectural ingenuity, features a park with exotic plants, concrete benches, illuminated sidewalks, and a man-made lagoon dubbed the “Luneta of the North.”

Governor Dumlao, affectionately called “Apo Patti,” is celebrated as the Father of Nueva Vizcaya’s Progress. His tenure saw the consolidation of government agencies into a central location in District IV, Bayombong, streamlining operations and improving public access. Other notable projects during his term include the Justice Hall, Children’s Park and Canteen, and buildings for the Provincial General Services Office and Provincial Human Resources Office.

Renowned for his straightforward approach and vision for the province’s betterment, Dumlao earned the title “Action Man.” His leadership and dedication to duty left a lasting impact on Nueva Vizcaya, making the renaming of the building a well-deserved honor.

The late Governor Patricio G. Dumlao Sr. is also the father of third-term Board Member Patricio “Patpat” F. Dumlao and the husband of the late Governor and Vice Governor, Natalia F. Dumlao. Board Member Dumlao expressed heartfelt gratitude for this honor. “This recognition is more than just a name on a building; it is a living testament to my father’s enduring legacy and his unwavering dedication to the progress of Nueva Vizcaya,” said Board Member Dumlao. “Our family is deeply honored and profoundly moved by this tribute to a man who devoted his life to the service of his people.”

Governor Atty. Jose V. Gambito also shared his thoughts on the renaming. “Governor Patricio G. Dumlao Sr., was a visionary leader whose contributions have shaped the very foundation of our province. Naming this building after him ensures that his legacy will continue to inspire future generations. It is a fitting tribute to a man who gave so much to Nueva Vizcaya,” said Governor Gambito. /RMI
