Setting the Pace for 2026: PGNV Holds First ManCon

The Provincial Government of Nueva Vizcaya held the 2026 First Management Conference (ManCon) held on February 9, 2026, at the Ammungan Hall, Capitol Compound, Bayombong. The conference gathered department heads and division chiefs from the Governor’s Office to align priorities, review policies, and set the direction for the province’s governance and development agenda.

In his opening message, Governor Atty. Jose V. Gambito mentioned the importance of sustaining and continuously improving innovations in government processes to make service delivery shorter, faster, and more efficient. He expressed hope that the gains achieved through reforms, efficiency measures, and strategic planning would not only be maintained but further enhanced in the years ahead.

The Governor highlighted that these efforts are ultimately geared toward ensuring that the constituents of Nueva Vizcaya receive the services, opportunities, and development they truly deserve, reaffirming the provincial government’s commitment to responsive, transparent, and people-centered governance.

Key agenda items discussed during the conference included the General and Special Provisions of the 2026 Budget; updates on the Executive and Legislative Agenda (ELA) and Capacity Development (CapDev); procurement policies and compliance indicators; and the full implementation of Local Budget Accountability (LBAC) reporting. Participants reviewed the status of ongoing development and flagship projects in food security, tourism and development, health and well-being, and education.

Looking ahead, the conference tackled forward-looking initiatives such as the updating of the Program Expenditure Classification (PREXC) and the Provincial Development Investment Program (PDIP), the preparation of the 2027 Annual Investment Program (AIP), and the submission of project proposals for inclusion in the National Expenditure Program (NEP) 2027 to the Regional Development Council (RDC).

Challenges and implementation hurdles were likewise tabled for further review and improvement, with the agreement that these concerns will be discussed in greater detail during a pocket meeting at a later date.

At the close of the meeting, Governor Gambito expressed his appreciation for the active participation of all attendees. He also reminded the council and concerned offices of the timely submission of project proposals to ensure that funding opportunities for priority initiatives are fully maximized and not wasted.

Ultimately, the 2026 First ManCon served as a vital platform for collaboration and strategic planning, reinforcing the province’s shared goal of strengthening governance systems and delivering meaningful and lasting benefits to all Vizcayanos. /FAA
