
The Flag Raising Ceremony on April 27, 2026, was spearheaded by the Regional Trial Court North District, continuing off the previous conduct by the Regional Trial Court South District. The RTC North District, comprised on Branches 27, 28, and 29, reported on their disposal rates for 2025 and the first quarter of 2026, with the RTC Clerk of Courts also providing numbers on the cases ‘received, docketed, and raffled’ to each branch.
The Office of Clerk of Courts reported receiving 1453 criminal cases and 192 civil cases in 2025, all of which were raffled to the three branches of RTC North. The OCC also issued 1131 clearances and certification in the same period, as well as receiving 122 writs of execution issued by municipal trial courts and municipal circuit trial courts. They also noted that due to an update to their recordkeeping protocols in 2025, the notarial reports submitted by their 77 commissioned notaries are now allowed be to kept in digitized copies, eliminating the need for storage.
RTC Branch 27 testified to having disposed of 25 criminal cases and 18 civil cases at the beginning of the year, their docket now totaling 239 pending cases from over 400 cases filed with their presiding judge and assistant judges. In the first quarter of 2026, 160 more criminal cases were filed, as well as 60 pending civil cases. Branch 27 stated that this ‘case disposal improved docket control and sustained performance, despite the case load.’
RTC Branch 28 related the appointment of their new presiding judge and attested to having had 1565 cases in their backlog, clearing 965 within the two years after the designation. As of 2025, Branch 28 had 699 cases in their docket, with 103 more added in the first quarter of 2026. However, they also reported a 98.85% clearance rate, with their current number being now 694 pending cases, 172 of which were consolidated civil cases. RTC Branch 28 attributed this success to the governor’s support, which included the provision of equipment to their office.
RTC Branch 29 in 2025 disposed 494 combined criminal and civil cases out of almost 700, finishing the previous year with 413 pending cases yet reporting a 61.87% clearance rate. As of the first quarter of 2026, Branch 29 has 337 criminal cases and 77 civil cases pending.
Executive Judge Dominica Dumangeng-Rosario reiterated the previous points of Judge Paul Attolba before her, stating that justice would not be swayed by public opinion and emphasizing the importance of due process.
