
The Provincial Assessment Office, led by Acting Provincial Assessment Officer Salvador G. Aquino III, took the opportunity to report on their accomplishments in 2025 during their sponsorship of the Flag Raising Ceremony on March 30, 2026.
During the Mid-Year Cagayan Valley Conference for Treasurers and Assessors in July 2025, the PAssO was recognized and commended by the Bureau of Local Government Finance Region II in the following:
• Top 1 among all provinces in the Cagayan Valley Region in terms of Collection Efficiency of Real Property Tax, as well as Collection Efficiency of Total Locally-Sourced Revenues; Timely, Accurate, and Complete Submission of Quarterly and Monthly Real Property Assessments for the Second, Third, and Fourth Quarter of 2024;
• Top 2 among all provinces in the Cagayan Valley Region in terms of Timely, Accurate, and Complete Submission of Quarterly and Monthly Real Property Assessments, for the First Quarter of 2024;
• and Top 3 among all provinces in the Cagayan Valley Region in terms of average Year-on-Year Growth Rate and of Assessed Value Net of Restriction from 2020-2024, as well as Total Locally-Sourced Revenues
The Assessment Office attested to maintaining a database of 290, 657 real properties throughout the province, whose combined market value has reached PHP 155 billion in 2025, projected to increase to almost PHP 300 billion. These real properties are classified as residential, agricultural, commercial, industrial, and special property, and ‘reflects ongoing growth in real estate and improved coverage’, according to the office.
For their part, the Assessment office had issued a total of 13, 090 assessment records, whose combined fees amount to PHP 1, 086, 105. There were also 8897 approved tax declarations for ‘newly discovered properties, subdivisions, consolidations, improvements, and transfer of ownership’, totaling PHP 1, 033, 422 in tax collections.
The Assessment office had also recently created the updated Schedule of Market Values, the product of a lengthy process in which market data is collected and validated, valuations conducted and analyzed, and all information combined to ‘keep property values realistic, fair, and in line with current market conditions’. To this end, the office plans to conduct a series of consultations with its stakeholders, which include ‘representatives from internal revenue offices, private businesses, real property owners, agricultural groups, and local government units’. The consultations will take place on April 7 and April 13, 2026.
In connection to this, the Assessment office also plans to conduct further studies on the tax compliance and impact. With their due diligence, strict timekeeping, and collaboration with the municipal offices and the Provincial Treasury Office, the Provincial Assessment Office renewed their promise to continue their efforts and ‘remain dedicated’ in service to Nueva Vizcaya. /igmb
