Population Division Awards Young Filmmakers, Project SAFE Implementors

The Population Division of the Governor’s Office celebrated the culmination of two of its projects in an awarding ceremony held on March 26, 2026, at the Highlander Hotel, Solano, Nueva Vizcaya. These projects are, respectively, the Makaindag: CineKabataan film making competition for the youth of Nueva Vizcaya; and the Project SAFE, search for Best Information and Service Delivery Network (ISDN) among the municipal population offices of the province.

The Makaindag Film Making competition engaged the youth of the province through the higher education institutions (HEIs), high schools, and local youth councils for the Adolescent Health and Development Program. The aim is to create a short advocacy film that addresses the issue of teenage pregnancy and as the representative competition item for Nueva Vizcaya in regional programs. The resulting participants included three films from Frontier Film Production of PLT College, Inc., Soksay Production of Nueva Vizcaya State University, and Tinig Arkitektura of Saint Mary’s University.

The eventual winners of the Makaindag Film Making competition are:

• Best Film – ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Picture – ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Cinematography – ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Screenplay – ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Advocacy Film – ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Social Impact – ‘Boses ng Kinabukasan’, Tinig Arkitektura, Saint Mary’s University

• Best Actor – Jeremiah Berinia, ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Actress – Rachelle Bongol, ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

• Best Director – Toni Faye Duerme, ‘To the Life I’ve Walked Before’, Frontier Film Production, PLT College Inc.

The Project SAFE is an endeavor by the Population Commission in collaboration with the Department of Education. Enforced by the Population Division with the Municipal Population Offices, the aim was to create a sufficient ISDN or ‘teen center’ for Adolescent Health and Development. The municipality of Villaverde and its Population Officer-designate, Atty. John Warry Alvendia, were awarded as having the Best ISDN, a result reached through various validation activities conducted by the Provincial Population Division. Villaverde Teen Center’s services include counseling, STI testing, career guidance, etc.

Through these manifold programs and with the backing and cooperation of local government units, the Population Division will continue to not only conduct its regular services, but also projects that directly address and engage with the affected parties of such timely issues. More similar events and activities are sure to follow that will continue in this vein for the benefit of the province. /igmb
