
The Office Performance Validator (OPV) group gathers for a key workshop on May 7, 2026, at Ammungan Hall, Capitol Compound, Bayombong, Nueva Vizcaya, bringing together core teams involved in assessing and monitoring employee performance in the Provincial Government of Nueva Vizcaya (PGNV).
Attendees include members of the OPV pool, the Performance Monitoring Team Technical Working Group (PMT-TWG), and the TWG secretariat. All are key stakeholders responsible for ensuring accurate, fair, and compliant validation of office performance ratings and accomplishments.
Organized to strengthen the capacity of these teams, the workshop focuses on three main objectives: equip OPVs with the knowledge and tools for effective performance validation; clarify the roles and responsibilities of OPVs; and familiarize participants with the validation process.
Human Resource Management Officer IV Cyd Joan O. Simbala, Organizational Development Division Chief of the Provincial Human Resource Management Office (PHRMO), explained that the activity aims to refresh everyone’s knowledge of existing rules, guidelines, and step-by-step procedures governing performance validation, and to create a space where participants can openly share their on-the-ground experiences, best practices, and challenges encountered during previous validation activities.
“This capacity-building activity is part of ongoing efforts to enhance the province’s governance standards, ensuring that performance evaluations truly reflect actual accomplishments and support continuous improvement in public service delivery,” said Simbala.
Meanwhile, PHRMO Officer Dr. Maria Carla L. Torralba emphasized to the OPVs that a consistent understanding and proper application of validation rules are critical to maintaining transparency, accountability, and credibility in the province’s performance management system. The activity also serves to align all members on updated protocols, ensuring uniformity in how performance assessments are conducted across different departments and offices.
Participants exchange practical insights, discuss common issues faced during field and desk reviews, and agree on better approaches to streamline procedures and address gaps. The sharing session also allows newer members to learn from seasoned validators, while long-serving staff gain fresh perspectives from recent experiences.
The workshop concludes with a renewed commitment from all participants to uphold standards, apply policies correctly, and work collaboratively to ensure that the performance validation process remains effective, reliable, and responsive to the needs of the public. /mccd
