
The Provincial Government of Nueva Vizcaya (PGNV), headed by Atty. Jose V. Gambito, through the Provincial Human Resource Management Office (PHRMO) conducted a two-day Alay sa Bayan (ALAB) training on April 28-29, 2026 at Ammungan Hall, Capitol, Bayombong, attended by 30 employees from various offices of the provincial government. The training aimed to deepen the understanding of oneself, patriotism, and a role as a public servant.
PHRM Officer, Dr. Ma. Carla Lucia M. Torralba, emphasized the importance of rediscovering one’s ultimate reason for being in public service. She stated that the training aims to promote personal growth and strengthen the effective values of public service.
The participants were given the opportunity to reflect on themselves, break down barriers with one another, and share personal stories, strengths and potential; realizing that public service begins with self-awareness, values and integrity.
Republic Act 6713, also known as the Code of Conduct and Ethical Standards for public officials and employees was also emphasized. This law promotes a high standard of ethics in public service and upholds the principle that public office is a public trust.
Cristina S. Gurat, Training Specialist IV of R2TMC, conducted a lecture on adult-learning, self-awareness, and the different traits and values of a good public servant, emphasizing that personality is the inner foundation of service. She also led the participants in the pledge of commitment and ended her talk with a meaningful question: “Are you ready to serve with a heart and compassion to others?
Participants shared that the training was very meaningful, as it shaped and awakened their hearts toward genuine public service.
The training concluded with a strong commitment to service with compassion, respect and love for oneself, for others, and for the nation. Each participant also received a certificate of completion for the said training. /ctu
