PGNV Seeks Job Opportunities for Novo Vizcayanos Background of the Project

The Provincial Government of Nueva Vizcaya (PGNV) headed by Governor Carlos M. Padilla had recently forged an alliance with D.M. Consunji Inc. (DMCI), which is in line with the (N)etworking component of its holistic PRAYERS N FAITH platform of public administration and governance initiated during the leadership of former Governor Ruth Raña Padilla.

DMCI is one of the Philippines’ leading engineering-based integrated construction firms that has been in operation for almost 65 years. This new partner of the PGNV has extensive involvement in buildings, energy, infrastructure, utilities and plants, concrete products, equipment management, and steel fabrication.

“Included in the networking strategy that we have been vigorously pursuing all these years are capability-building and scouting for employment opportunities for our constituents. The multiple job offerings of our new partner and its free pre-employment training for recruits will significantly help our people, especially the growing number of displaced workers brought about by the ravaging COVID-19 pandemic”, Gov Padilla explained.

“The partnerships that we have been painstakingly building and strengthening, which have synergy and far-reaching effects, are part of the essential strategies and proactive measures that we have been pursuing to help the provincial government achieve its targets geared towards bringing about sweeping socio-economic development that will effectively raise the standard of living of every Novo Vizcayano”, he added.

The management of DMCI saw the PGNV as a worthy partner in light of its observed above-par handling of the pandemic situation in the province, which bespeaks of skillful and effective leadership.

In his letter to Gov Padilla, the general manager of DMCI’s training arm said, “I’d like to personally congratulate you for your successful efforts in controlling the Corona Virus Pandemic in Nueva Vizcaya that merited a very good impression within our company. As such, I am eager to announce the resumption of DMCI’s hiring of workers for our country’s Build Build Build priority projects. As our partner LGU, we would like to engage your good province as a source of our manpower. We are also re-starting our postponed 10-Day Skills Training, which will give your constituents the necessary basic skills to be employed in the construction company.”

Manpower Requirements and Benefits

DMCI is in immediate need of 966 direct labor workers with the following indicated skills for deployment in Pasay City, Manila, Antipolo, Valenzuela, and Batangas: 572 Carpenters, 25 Steelmen, 189 Masons, and 180 Laborers. The minimum wage rates are as follows: Laborer (P537), Helper (P556), Skilled (P582), and Sr. Skilled (P638).

It also needs a total of 220 Motorpool workers with the following indicated skills and corresponding wage rates to be deployed in Pasay City, Manila, Antipolo, Valenzuela, Caloocan, Sta. Rosa, Quezon City, and Taguig: 31 Driver-LD (P576), 6 Driver-HD (P770), 24 Driver-MD (P610), 8 Elec-Auto J (P650), 7 Elec-Ind’l J (P640-P772), 12 Mechanics (P560-P736), 2 Optr-Elevator I (P572), 25 Optr-Bkhoe J (P730-P839), 10 Optr-Crane J (P820-P839), 10 Optr-Dozer J (P660-P687), 8 Optr-Grader (P870-P888), 9 Optr-Road Rollr (P576), 3 Optr-Skidldr (P592), 44 Riggr (P564), 4 Optr-JB/TWR (P800), and 17 Welders (Negotiated).

For the employees’ benefits, the company offers transportation to be arranged with the project manager, free medical service, free barracks/accommodations that are compliant with COVID-19 health and safety protocols, government-mandated benefits, and group accident insurance coverage.

The basic employment requirements include SSS, Birth Certificate, Valid Police/NBI Clearance, Barangay Health Clearance, PhilHealth/Pag-ibig (if none as yet, the company will assist). For the Motorpool job positions, the Company requires valid TESDA Certificates, i.e., Lic. Rest. 1-2-3 for LD/MD Drivers, and Driver’s License Rest. 1-2-3-8 for Operators.

As stated by DMCI, although all the above-mentioned positions are critical to its operations, it is giving priority to the Motorpool manpower requirements since most of them are intended for its North-South Commuter Railway (NSCR) project with the Department of Transportation (DOTr).

The company suggests using Zoom, a teleconferencing facility, for the online interviews and hiring processes.

For smoother partnership interactions and project implementation, Gov Padilla has mobilized concerned PGNV offices tasked to provide the necessary technical and administrative support, namely: the Provincial Planning and Development Office (PPDO), for project coordination; Public Employment Service Division (PESD), for the conduct of job fairs in the province; Provincial Information Technology Division (PITD), for ICT support to online job interviews; and Public Affairs and Information Assistance Division (PAIAD), for the conduct of information campaign.
