
Governor Jose V. Gambito approved and signed into law on June 17, 2026, the “Nueva Vizcaya Panagyaman Iti Panagserbi Ordinance,” authored by Board Members Emerlene Jane G. Martinez and Leonard Clemens L. Cadoy. The ordinance grants premium pay and other ancillary benefits to Contract of Service (COS) workers of the Provincial Government of Nueva Vizcaya (PGNV), effective July 1, 2026.
As of the end of the first quarter of the year, the PGNV employs 969 COS workers who are not entitled to year-end and mid-year bonuses, as well as other monetary benefits enjoyed by permanent and casual employees. Despite these limitations, COS personnel perform critical functions that directly support the delivery of public services and the implementation of the province’s programs, projects, and activities.
“In the spirit of fairness and recognition of the indispensable role of COS personnel, the grant of ancillary benefits serves as a reasonable form of additional compensation to help address inflation, the rising cost of living, and the absence of statutory benefits,” BM Martinez said.
BM Cadoy emphasized that the measure will boost employee morale, enhance job performance, and promote the retention of skilled and experienced personnel. “This ordinance will strengthen workforce morale, improve productivity, and help retain competent and dedicated personnel, thereby ensuring the continuous delivery of quality public service throughout the province,” he added.
The ordinance covers all COS workers of the PGNV, except project-based COS personnel. Qualified COS workers will receive a premium pay of P10,000 per year in addition to their basic compensation, provided that they have a current contract with an aggregate service period of at least four months and have no unresolved disciplinary cases prior to the scheduled release of the premium pay.
For purposes of granting the premium pay, performance should be evaluated based on the Individual Performance Commitment and Review (IPCR) ratings or through a certification issued by the Division Chief and Department Head of the office where the COS worker is assigned.
In addition to the premium pay, COS workers will be entitled to overtime pay, flexible work arrangements, participation in official trainings and meetings on official time only, and TEV benefits of up to P500 per month, subject to a minimum of 10 official travels. /bgl
