To secure a steady supply of safe blood for patients and uphold the National Blood Services Act of 1991, the Nueva Vizcaya Provincial Hospital (NVPH) and the Local Government Unit of Bambang formally signed a Memorandum of Agreement (MOA) on June 4, 2026, at the Bambang Municipal Auditorium.
Selfless donors hailing from all 25 barangays of Bambang led by their dedicated barangay officials and municipal employees turned out in full force, with 73 donors officially recorded during the concurrent blood‑letting activity to kickstart this vital partnership.
The agreement was signed by Governor Atty. Jose V. Gambito for NVPH and Municipal Mayor Benjamin Ll. Cuaresma III for LGU Bambang. Provincial Administrator King Webster B. Balaw‑ing represented Gov. Gambito during the program.
“We sincerely thank LGU Bambang, its officials, and every volunteer donor for embracing this life‑saving partnership,” PA Balaw‑ing expressed. “A reliable blood bank is truly the heart of our local health security because it guarantees safe, readily available blood round‑the‑clock, eliminating life‑threatening delays during emergencies, surgeries, and childbirth. This formal tie‑up ensures no Vizcayano gets turned away simply because blood is scarce or too costly.”
Gov. Gambito shared a heartfelt message full of gratitude “To our brave, kind-hearted donors in Bambang, thank you more than words can say. Choosing to give your blood is the purest, most beautiful act of love for your neighbors and our whole community. Every drop you share brings hope, strength, and precious second chance at life to someone fighting hard in sickness, recovering from surgery, or facing a critical emergency. This partnership exists because of your big hearts. Together, we make sure safe blood is always available for free, so no family ever has to fear running out of lifeline when they need it most”.
Per the agreement, both parties will conduct at least two mass blood‑letting activities yearly, with all collected blood stored, tested, and managed exclusively at NVPH.
Meanwhile, Dr. Anthony F. Cortez, Provincial Health Officer, shared plans to expand this strong network further “We already have a solid working agreement with Baguio General Hospital, and we are finalizing similar ties with Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC) in Nueva Ecija, Southern Isabela Medical Center (SIMC) in Isabela, and a key hospital in Ifugao, guaranteeing our constituents access to safe blood wherever they seek care.”
Officials who witnessed the signing included Sangguniang Panlalawigan Health Committee Chair Board Member Luisa Corazon Ll. Cuaresma, Provincial Health Officer Anthony F. Cortez, Municipal Administrator Lopito Lloyd T. Valdez, Municipal Health Officer Dr. Joy‑Ann R. Mayores, and Provincial Blood Program Director Jehova L. Olpindo, and Development Management Officer Jan Nicanor Tugade of the Department of Health.
