PGNV Implements WFH Arrangement and Afternoon Work Suspension on April 1, 2026

The Provincial Government of Nueva Vizcaya (PGNV) has announced work arrangements for April 1, 2026, combining a morning Work From Home (WFH) setup and an afternoon work suspension to accommodate Holy Week preparations while ensuring continuous public service.

Through Memorandum Circular No. 18, series of 2026 issued by the Provincial Administrator’s Office on March 31, all provincial government officials and personnel will adopt a WFH arrangement from 8:00 A.M. to 12:00 N.N. The directive is based on Memorandum Circular No. 116, s.2026 issued by the Office of the President, and aligns with Civil Service Commission policies on flexible work arrangements under CSC Memorandum Circular No. 6, s.2022 (as amended by CSC MC No. 1, s.2025).

Under the WFH setup, work is output-oriented. However, offices tasked with delivering basic and health services, disaster preparedness and response, and other vital functions will continue operations under regular working arrangements to maintain uninterrupted public service. Department and office heads are tasked to identify appropriate tasks and outputs for WFH personnel, ensuring responsiveness and accountability.

Complementing the morning WFH directive, Governor Atty. Jose V. Gambito issued Memorandum Circular No. 2026-02 on the same date, suspending work in all provincial government offices starting 12:00 P.M. on April 1. The suspension aims to give employees sufficient time to travel safely to their destinations in observance of Holy Week.

The work suspension does not apply to frontline offices handling essential services. Meanwhile, class suspensions and work arrangements for public and private schools, national government offices, and private companies are left to the discretion of their respective heads or management.

Personnel who avail of the WFH arrangement are required to comply with reportorial responsibilities immediately upon resuming regular work on Monday, April 6, 2026. /mvs
