PGNV Holds Orientation for Reorganization Proposals

The Provincial Government of Nueva Vizcaya (PGNV) is pushing ahead with a comprehensive reorganization of its offices and facilities, holding a series of orientation sessions for department heads from June 1 to 4, 2026.

The activity was organized to orient key officials on the requirements and processes of the restructuring initiative, implemented in compliance with Executive Order No. 52, series of 2026. The order was signed by Governor Atty. Jose V. Gambito on May 11, 2026, laying the legal groundwork for the province-wide streamlining of government services and operations.

Conducted per sector to ensure focused discussions and proper guidance, the orientation series was held on June 1 for the General Public Sector, June 2for the Social Service Sector, and June 4 for the Economic Service Sector.

Under the directive, all provincial offices including hospitals and medical facilities operated and managed by the PGNV are required to submit their respective Reorganization Proposals to the Provincial Administrator’s Office no later than June 15, 2026.

During the sessions, participants were briefed on the full scope of the reorganization, as well as the necessary documents and standards to be met. Discussions covered key frameworks such as the Program Expenditure Program (PREXC) 2026–2030, the priority programs and projects identified by Governor Gambito for his administration, and the compliance review process to be undertaken by the Reorganization Assessment Committee (RAC).

The forum aimed to provide clear guidance on the proper preparation and formatting of reorganization proposals, while also clarifying provisions and guidelines outlined in EO No. 52, series of 2026.

Provincial Administrator King Webster B. Balaw-ing emphasized the importance of adhering to timelines, reminding participants that offices which fail to submit their reorganization proposals on the set deadline, may face consequences, including the non-inclusion of their respective units in the upcoming province-wide restructuring process.
