The Provincial Government of Nueva Vizcaya (PGNV), under the leadership of Governor Atty. Jose V. Gambito, conducted a Moral Recovery Program (MRP) in celebration of Filipino Values Month on December 11, 2025. The activity, spearheaded by Values Formation Officer (VFO)- Designate Napoleon V. Pacarit, was held at the Carlos M. Padilla Convention Center (CMPCC), Capitol Compound, Bayombong.
This year’s theme, “Bagong Pilipinas, Bagong Pag-asa: Pagkakaisa at Pananagutan para sa Makabuluhang Pagbabago,” underscores the country’s pursuit of progress grounded on the core Filipino values of ‘Maka-Diyos’, ‘Makatao’, ‘Makabansa’, and ‘Makakalikasan’. Although Filipino Values Month is traditionally celebrated every November under Presidential Proclamation No. 479, the province moved its observance this year due to the impact of Super Typhoon Uwan.
Pacarit opened the program with a discussion centered on the theme and the importance of reviving Filipino values, emphasizing that the activity aims to promote moral awakening among public servants. Life Coach Rodney Nicavera followed with a reflective session, sharing Bible verses anchored on the value of hope.
Participants from various PLGU offices and national agencies including the Bureau of Fire Protection (BFP), National Food Authority (NFA), and the Land Transportation Office (LTO) later engaged in a group activity featuring a presentation on Filipino values that have been gradually fading and how their decline affects public service. Through the activity, attendees were able to identify the significance of these values such as hospitality, respect, and communal unity in fostering harmonious work relationships and delivering quality public service to all constituents.
To close the program, Nicavera encouraged participants to carry the lessons forward, reminding them that these values are essential for reawakening compassion, integrity, and responsibility as they return to their respective offices.
The PGNV remains steadfast in promoting moral integrity and strengthening public service values through the implementation of the MRP. The program equips government employees to embody compassion, responsibility, and genuine service to all Novo Vizcayanos. #jmcb
