PGNV employees to get Year-end Incentives by Dec. 23, SP urges

Provincial Government of Nueva Vizcaya (PGNV) employees will receive their Christmas and year-end benefits on or before December 23, 2025, following the Sangguniang Panlalawigan’s (SP) approval of key ordinances during a special session at the SP Session Hall, Capitol Compound on Dec, 18. 2025.

BM Eunice Galima-Gambol moved for the third reading and approval of ordinances granting funds for the benefits, which include Collective Negotiation Agreement (CNA), Service Recognition Incentive (SRI), Productivity Enhancement Incentive (PEI), and Gratuity for Job Orders and Contract of Service workers.

Permanent employees who are members of the Nueva Vizcaya Provincial Employees Association (NVPEA) will get ₱30,000 in CNA but ₱9,300 agency fee will be deducted to the non-members to receive the same amount. Permanent and Casual employees will also receive ₱20,000 in SRI and ₱5,000 in PEI, though guidelines for the PEI are still pending from the Department of Budget and Management (DBM).

Contract of Service (COS) and Job Order (JO) workers will each receive ₱7,000 in gratuity, in line with national guidelines for local government units. The key eligibility rules for the gratuity state that workers must have rendered at least 4 months of actual satisfactory service as of December 15, 2025, and hold an effective contract on that date. Those with shorter tenures will receive a pro-rated amount: up to ₱6,000.00 for 3-4 months, ₱5,000.00 for 2-3 months, and ₱4,000.00 for less than 2 months.

In a message following the SP’s approval, Governor Jose V. Gambito extended his gratitude to the province’s workforce. “Every street we pave, every child we educate, every family we assist – none of this is possible without the dedication of our hardworking employees who show up every day, even in the most challenging times,” he said. “This Christmas package is more than just a benefit; it is our way of honoring your sacrifice, recognizing your contribution to Nueva Vizcaya’s progress, and wishing you and your loved ones a season filled with joy, peace, and hope for a brighter year ahead.”

BM Flodemonte S. Gerdan, supported by fellow SP members, emphasized the urgency of meeting the deadline. “Dapat eh maibigay na natin lahat yan sa December 23 sa mga empleyado para maging merry naman ang Christmas nila,” he said.

Provincial Budget Officer Virginia N. Iglesias, speaking on behalf of other processing offices, committed that they will render overtime services to meet the deadline set by the SP.

Meanwhile, NVPEA officers, headed by its president Jolinda P. Cambas, were also in attendance at the session and expressed their gratitude to SP members for approving the benefits for the provincial employees. /mccd
