PCWC highlights child-friendly governance progress

The Provincial Council for the Welfare of Children (PCWC) of the Provincial Social Welfare and Development Office (PSWDO), headed by PSWD Officer Flordelina C. Granada, reviewed the conduct of the 2025 National Children’s Month, including the Young Officials’ Mock Session held on December 3 at the Sangguniang Panlalawigan (SP) Hall, Capitol, Bayombong. The Young Officials presented resolutions addressing issues such as Online Sexual Abuse and Exploitation of Children- Child Sexual Abuse or Exploitation Material (OSAEC-CSAEM), the long-term effects of mining, literacy challenges and solutions, Sexual Orientation, Gender Identity, Expression, and Sex Characteristics (SOGIESC)- related concerns, localized Safe Spaces Act, and anti- bullying measures.

Initial planning for the 2026 Children’s Plan was also discussed during the 4th Quarter meeting at the Provincial Integrated Health Office (PIHO) Conference Room, Capitol, Bayombong on December 9, 2025. Granada emphasized that the 3-year plan (2026-2028) will undergo review during the 1st Quarter next year to identify the necessary Programs, Projects, Activities (PPAs) and finalize the Annual Investment Plan (AIP).

James Daryll Liggayu, Local Government Operations Officer II of the Department of the Interior and Local Government (DILG) discussed updates on the Seal of Child-Friendly Local Governance (SCFLG). He reported significant improvement in the province’s performance, with the number of passers rising from 8 in 2024 to 15, making all Municipal Local Government Units (MLGUs) eligible as SCFLG conferees.

The Child-Friendly Local Governance Audit (CFLGA), an annual results-based assessment tool, measures LGUs’ effectiveness in upholding children’s rights and delivering child-focused programs across 5 areas: Survival, Development, Protection, Participation, and Governance. The passing rate is set at 85%, which the Municipality of Bagabag successfully achieved. Municipality of Solano posted the highest rating at 98.75%, while all other MLGUs in the province likewise surpassed the benchmark.

The body also recommended the attendance of the SK Federation President and the “Liga ng mga Baranagay” President or their respective Vice Presidents in future PCWC-TWG meetings to strengthen collaboration and establish more inclusive participation in child welfare initiatives.

Granada expressed her appreciation for the dedication of both Council members and the TWG, acknowledging their contributions not only to the success of the National Children’s Month Celebration but also to the advancement of programs for the welfare of all Novo Vizcayano children.

The PCWC-TWG is composed of various offices and partner agencies, including the Office of the Provincial Administrator, the Provincial Planning and Development Office (PPDO), the Provincial Integrated Health Office (PIHO), GO- Nutrition Division, Public Affairs and Information Assistance Division (PAIAD) of the Governor’s office, the Gender and Development / GO- Population Division, the Department of the Interior and Local Government (DILG), the Schools Division Office of the Department of Education (SDO-DepEd), as well as other agencies and organizations. #jmcb
