NV’s RDO is No. 1 Regional Collection Performer

The Revenue District Office No. 14 (RDO14) of the Bureau of Internal Revenue in Bayombong, Nueva Vizcaya, the agency’s only Collection Goal Achiever in Region 02 for the Taxable Year 2022, was recently declared as the Region’s No. 1 Collection Performer.

Asst. Revenue District Officer Joanne F. Alconcel, its Officer-in-Charge, said during the flag hoisting ceremony of the Provincial Government of Nueva Vizcaya (PGNV) held on February 27, 2023 at the People’s Stage-Quadrangle, Provincial Capitol, that they were able to collect a total of P1,365,041,243.34, which is 4.33% higher than their target for the said taxable year.

In her report, OIC Alconcel stated that Income Taxes (P844,998,938.24) and Value-Added Taxes (P290,826,121.77) accounted for 83.21% of their total collections.

She disclosed that, in terms of collections per municipality, Solano registered the highest (P522,232,604.78), followed by Bayombong (P205,426,666.22), and Bambang (P108,807,819.95).

The taxes collected by the province’s 15 component municipalities account for 80.26% of the total RDO14 collections. The remainder represents Withholding Tax payments from certain National Government Agencies coursed through the Electronic Remittance Advice System of the Bureau, she added.

The law provides that the 40% share of LGUs in the National Tax Allotment (NTA) is based on the total amount of national taxes collected by the BIR and other concerned agencies during the third fiscal year preceding the current fiscal year. Hence, the national taxes collected in 2022 will form part of the computation of the NTA shares of LGUs in 2025.

For most LGUs, the bulk of their annual budgets comes from their share in the NTA, like in the case of the Province of Nueva Vizcaya whose National Tax Allotment share in 2022 was 90.03% of its total budget for that year.

She likewise presented the other accomplishments of their local office, and some updates on the Bureau’s services, including its Estate Tax Amnesty Program whose effectivity has been extended till June 14, 2023.

She also took the early morning occasion, which was sponsored by their office, to hand over to Governor Carlos M. Padilla and Vice Governor Jose V. Gambito a plaque of appreciation in recognition of the province’s invaluable support that greatly contributed to the attainment of the RDO14’s organizational goals and objectives, and fulfillment of the Bureau’s mission and vision as the country’s premier revenue generating agency.

The other RDO14 officers joining her during the awarding ceremony were Assessment Section Chief Arnold M. Maggay, Collection Section Chief Jojit M. Pascual, Client Support Section Chief Maricar C. Galvez, Compliance Section OIC-Chief Marylou T. Bautista, and Administrative Section OIC-Chief Ma. Visitacion Q. Agustin.
