PAgrO Extolls Agricultural Growth in the Province

The Provincial Agricultural Office (PAgrO), headed by Provincial Agriculturist Absalom Rizal D. Baysa, sponsored the Flag Raising Ceremony held on February 9, 2026, in the Carlos M. Padilla Convention Center. PA Baysa outlined the achievements of the office over CY 2025 which includes extensive provision of materials, equipment, and training to farmers, as well as infrastructure improvement to irrigation and facilities.

Under PAgrO mandates, the office reported on their accomplishments under their programs in crop development, fishery development and management, institutional development, agri-infrastructure and operational support services for the farmers of the province. Most of these accomplishments were the successful distribution and provision of farming materials and equipment such as seedlings, fingerlings, hand tractors, water pumps, etc. The PAO counted 971 beneficiaries for the seedlings alone.

Due to the current administration’s increased push towards organic agriculture, a total of 6881 organic fertilizers were distributed to qualified farmers, as well as organic agriculture training alongside other efforts to support the move. The Productivity Enhancement of Organic Agriculture program also had a budget allocation of 4 million from the provincial development fund, with the goal of educating farmers on organic farming.

As far as infrastructure development, the PAgrO reported on the extensive ongoing projects in irrigation and farm-to-market roads to ensure high-quality crop growth and benefit farmers. Road development in particular has multiple dedicated programs, namely the ‘Kalsada ti Kabanbantayan’ and ‘Dalan ti Umili’, with a collective 300+ million budget for construction and the provision of materials. Currently, 25 out of 43 projects under ‘Kalsada ti Kabanbantayan’ are completed, with 18 ongoing, while ‘Dalan ti Umili’ saw the distribution of 153,485 cement bags to 192 barangays.

Additionally, PAgrO has six projects under the communal irrigation system program which have seen the installment of thousands of linear meters of irrigation pipelines. Under the PIPE Vegetable Production program, 2,280 rolls of irrigation pipes were provided to 66 barangays to ensure higher production through irrigation. The PAgrO also conducted at least 28 capability training sessions on not only organic agriculture, but good agricultural practices, food safety, early warning system, pest control, etc., under their institutional development program. Alongside this, the office facilitated nine techno-caravans within the province to provide hands-on demonstrations and training to farmers on modern agricultural tools and technologies.

Baysa expressed the office’s gratitude to Governor Atty. Jose V. Gambito for his support to the development of agriculture in the province. It is through this support that such advancement and maintenance of agriculture in the province is made possible due to the efforts of PAgrO in aiding the farmers of Nueva Vizcaya. /igmb
