The Provincial Council for the Welfare of Children (PCWC) held its 1st quarter meeting on March 19, 2026, at the Ituy function room, Executive Building, Capitol, Bayombong, outlining key strategies and reviewing accomplishments in its ongoing commitment to the province’s children.

Presided over by Board Member Emerlene Jane Galanta-Martinez, representing Governor Atty. Jose V. Gambito, the Council’s Chairperson, the meeting addressed critical aspects of child welfare planning and implementation.

Ms. Flordelina C. Granada, Provincial Social Welfare and Development Officer (PSWDO), led discussions on several key agenda items, including Executive Order No. 37, Series of 2026, reorganizing the PCWC of the Province of Nueva Vizcaya and creating its Technical Working Group, amending Executive Order No. 13, Series of 2026, as amended by Executive Order 13-A, Series of 2020.

Ms. Granada also presented the 2025 Annual Accomplishment Report, and the proposed 2026-2028 Children’s Plan, which aims to expand access to early childhood care and development programs.

Mr. James Daryll Liggayu of the Department of the Interior and Local Government (DILG) presented on the Child-Friendly Local Governance Audit (CFLGA), emphasizing the importance of local government units’ compliance with child welfare standards.

In addition to the main agenda items, council members presented their respective office’s accomplishment reports, showcasing the diverse range of programs and initiatives contributing to the well-being of children across the province.

“This meeting highlights our collective dedication to ensuring that every child in Nueva Vizcaya has the opportunity to thrive. By working together and implementing these strategic plans, we can create a brighter future for our children”, stated BM Galanta-Martinez.

The PCWC’s 1st quarter m`eeting underscores the Provincial Government of Nueva Vizcaya’s commitment to proactive planning and collaborative action in safeguarding the rights, and promoting the welfare of its young citizens.
