On November 6, 2025, the Nueva Vizcaya Overseas Filipino Workers (NV OFW) Council conducted its 4th quarter meeting in the Ammungan Hall of the Capitol Compound, Bayombong, Nueva Vizcaya. The agenda for the meeting included the accomplishment reports of the Public Employment Services Division (PESD), the Overseas Workers Welfare Administration Region II (OWWA R2), the Department of Labor and Employment (DOLE), and PESD’s recruitment agency partners, the NV OFW Welfare Center annual plan, a resolution drafted by the council for OWWA, among other matters.
BM Flodemonte Gerdan, Chairman for the Committee on OFWs and Filipino Migrants, presided over the meeting alongside PESD Officer Dolly Rose Minas. PESD also saw a considerable number of registrations through walk-ins and online links in this period. PESD itself reported helping 201 clients in the June to September period, as well as 22 projects, programs, and activities (PPAs) with 120 participants overall. Included in these PPAs is the Project LIPAD for the children of OFWs held in September, as well as Pre-Departure/Local Orientations for departing OFWs and their family members.
The clients served by the PESD are often referred to the Department of Migrant Workers (DMW) and OWWA R2 for assistance in becoming or maintaining OFW status. Through its various programs, OWWA has provided fiscal and physical assistance to OFWs and the families of OFWs while also facilitating PPAs for these same clients. The OWWA’s financial aid extended from livelihood to medical assistance, as well as transportation, repatriation, death and burial, etc.
DOLE and Human Resource International each delivered a brief detailing of their accomplishments, with DOLE observing only one registered workers’ association and Human Resource International reporting on 22 Novo Vizcayano OFWs repatriated from Hong Kong, Malaysia, and Singapore. Beyond these achievements, the council also entered into discussions about improvements to OWWA’s membership registration, PESD’s operations, and previous issues expressed to BM Gerdan by OFWs. The meeting culminated in the approval of the 2026 annual strategic plan of the NV OFW Welfare Center and the endorsement of the resolution requesting the proportionate distribution of scholarship programs in the province from OWWA.
The accomplishments reported by the council show continuous activity on the part of the different members towards the employment of the constituency of Nueva Vizcaya. /igmb
