NV Culture and Arts Council Details Year of Accomplishments

The Nueva Vizcaya Provincial Council for Culture and the Arts (NVPCCA) convened for their final 4th Quarter Meeting on December 11, 2025, in the Provincial Treasury Function Room of the Executive Building, Capitol Compound, Bayombong, Nueva Vizcaya. The meeting was presided over by BM Eunice Galima-Gabol, Chairperson for the Council on Culture and Arts, joined by officers from the Provincial Tourism and Culture Office (PTCO) to report on the achievements in culture and arts.

First among these reports was the Social Development Council’s Culture and Art program accomplishments for the year, which included not only events but also local cultural inventory and research documentation. An overlap can be seen in the reopening of the Nueva Vizcaya People’s Museum and Library during the Grand Ammungan Festival 2025, as well as the opening of the River of Stories Exhibit during which the Conservation Management Plan for the museum was presented.

The historical St. Vincent Ferrer Parish Church also opened the ecclesiastical Museo Dupax in Dopaj, Dupax del Sur, earlier this year. The museum was the site of several art exhibits as well as a cultural night collaboration between the PTCO and GUMorning NV, a venture by Novo Vizcayano Francis Gumayagay.  A second cultural night collaboration is planned for the following week from December 15 to 17, presented by Mr. Gumayagay.

 The PTCO also reported on the successful conduct of National Arts Month in February, as well as the Indigenous Peoples’ Month celebration which included the Habi-Tat Vizcaya Weaving Exhibit, that had earned more than 100,000 pesos in revenue. Beyond these events, the PTCO also detailed the local cultural inventory progress in the province, with six municipalities having submitted cultural property for the National Council on Culture and Arts (NCCA). The LCI targets for 2026 were also presented, the majority of which are immovable cultural property such as natural sites, with crafted items and crafting processes being the minority.

The Department of Trade and Industry (DTI) gave a small orientation on intellectual property rights, including the process of registration. While this was given based on a previous concern by DTI regarding intellectual property and IPs, a recommendation was also made to invite the Intellectual Property Office (IPOPHL), an offshoot of the DTI, before the council to go into more detail about the matter.

BM Galima-Gambol also took the opportunity to present the tentative five-day calendar of activities for the Grand Ammungan Festival 2026, of which she is serving as Director General. Some new activities will be added alongside the mainstay events, with BM Galima-Gambol also announcing the intention to have the famed Capitol lagoon feature heavily in the following year’s celebrations.

The manifestation of these achievements in cultural activities and celebrations showcase the effort of the provincial council and the provincial government in keeping the spirit of the province alive and thriving. The maintenance of these efforts is also the maintenance of the culture and art in Nueva Vizcaya. /igmb
