Nueva Vizcaya Seeks DFA Satellite Office, Pushes for One-Stop Provincial Capitol

Governor Atty Jose V. Gambito has formally requested the Department of Foreign Affairs (DFA) to establish a satellite consular office in Nueva Vizcaya and has offered provincial support to host it, saying the move would bring passport, dual-citizenship, notarial and other consular services closer to residents.

In a letter to DFA Secretary Ma. Theresa P. Lazaro, routed through DFA Tuguegarao Consular Office head Ceferino Angel L. Caldez Jr., Gambito said many OFWs, senior citizens, persons with disabilities, students and low-income families now travel outside the province for these services. The provincial government offered office space—preferably within the provincial capitol—and additional personnel, with salaries and related costs to be covered by Nueva Vizcaya.

The provincial government also offered the Department of Migrant Workers (DMW) the opportunity to establish a satellite office in the province, aiming to strengthen support and protection for OFWs and their families.

“Our vision is to transform the provincial capitol into a true one‑stop center for vital public services — from passport processing and migrant‑worker assistance to professional licensure and document authentication. By bringing these services together, we will spare our OFWs, seniors, PWDs, students ,and low‑income families the burden of long travel, accelerate emergency and routine support, and make government more accessible and efficient for every resident of Nueva Vizcaya,” Gambito said.

Gambito has instructed the Provincial Public Employment Service Division (PESD), headed by Supervising Labor and Employment Officer Dolly Rose C. Minas, to oversee coordination with the DFA and the Department of Migrant Workers in pursuing the establishment of satellite offices in the province.

Earlier, the Professional Regulation Commission (PRC) set up an offsite center in the provincial capitol after a similar request from Gov. Gambito, a move that reduced travel for licensure-related services for Novo Vizcayanos.

Gambito asked the DFA to conduct a feasibility study or site visit and requested a meeting to discuss the proposal. The DFA has been asked to evaluate the request. /RMI
