The Sangguniang Panlalawigan has approved the province’s 2026 Local Expenditure Program (LEP) with the passage of Provincial Appropriations Act 2025-01 for fiscal year 2026.

During its regular session, the SP adopted the appropriation ordinance on motion of Board Member Eunice Galima Gambol, chair of the Committee on Appropriation, Budget and Finance. The measure was unanimously seconded and supported by all members present.

The ordinance authorizes a total budget of ₱3,093,665,682.73 to fund provincial operations, programs, and projects for 2026.Citing Section 318 of the Local Government Code and relevant Department of Budget and Management issuances as its legal basis, the LEP is aligned with the province’s 2017–2030 development plan and the governor’s “Gayyem ti Umili” framework, which underscores the principles “leave no one behind,” “value quality service,” and “united for progress.”

Key priority areas in the 2026 LEP include:

• Agriculture and food security

• Tourism, culture, and heritage promotion

• Health and wellness services • Education and human capital development

• Social welfare and family protection • Infrastructure, including the Kalsada Ti Kabanbantayan Project

• Environmental protection, disaster risk reduction, and climate resilience

The program also provides support for organic agriculture, micro, small and medium enterprises (MSMEs), and job-creation initiatives.

Governor Atty. Jose V. Gambito thanked the Sangguniang Panlalawigan, led by Vice Governor Eufemia Ang Dacayo, for the swift and unanimous approval of the measure.

“I extend my heartfelt gratitude to our Sangguniang Panlalawigan, under the leadership of Vice Governor Eufemia Ang Dacayo, for their full support in passing Provincial Appropriations Act 2025-01,” Gambito said. “This budget is more than a list of expenditures; it is a concrete commitment that no one will be left behind, that we will continue to improve public service, and that we will remain united in advancing the progress of Nueva Vizcaya. With the cooperation of our board members and the entire provincial government, we will ensure that every peso allocated for 2026 translates into real and tangible benefits for our people.”

Provincial Budget Officer Virginia N Iglesias said the approved appropriation ordinance will serve as the primary spending authority for 2026 and the legal basis for implementing the programs and projects outlined in the Local Expenditure Program. /RMI
