
The Provincial Government of Nueva Vizcaya (PGNV), under the leadership of Governor Atty. Jose “Jing” V. Gambito, hosted the 138th Full Council Meeting of the Regional Development Council (RDC) Region II on March 24, 2026 at the Ammungan Hall, Capitol Compound in Bayombong — an important gathering that aligns provincial priorities with national development plans, endorses key programs and budgets, and drives sustainable growth across the region.
The meeting was presided over by Council Chairperson, Governor Edgar B. Aglipay of Cagayan. Also in attendance were regional directors, local chief executives, and representatives from various sectors across the region, underscoring the collaborative nature of regional planning and decision-making.
One of the key outcomes of the meeting was the Council’s approval of Project SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) for endorsement to the Department of Science and Technology (DOST) Central Office. The move signals continued support for data-driven and climate-resilient agricultural development in the region. The initiative is a national program aimed at transforming the agriculture sector through advanced technologies and science-based innovations.
During the session, the Council deliberated on a wide range of key development agenda items, including:
1. Confirmation of officers and members of the RDC II Environment Committee (EnC), Executive Committee (ExCom), the Cagayan Geographical Private Sector Representative (PSR), and RDC II representatives to the Luzon Sub-National Committee (LSNC) for the 2026 Presidential Filipinnovation Awards
2. Project SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines)
3. Guidelines and procedures on the evaluation, prioritization, and approval of infrastructure programs and projects
4. Development and enhancement of the Rameg Rural Eco-Park (RREP)
5. Tuguegarao City Agro-Eco Tourism Park
6. Priority infrastructure initiatives of Santiago City, the Province of Isabela, and the Municipality of Quezon under the FY 2026 Local Government Support Fund (LGSF)
7. Cagayan Valley Integrated Strategic Infrastructure Plan (CV ISIP)
8. Development of Rural Industries through Value Chain Enhancement for Sustainable Livelihood Program (DRIVES)
9. FY 2027 budget proposals
10. Establishment of the Consumer Welfare Assistance Center (CWAC)
11. Review of the rates of domestic travel expenses of government personnel
12. Legal recognition and regulation of Cagayan State University (CSU) electric buses and all-electric transport system
13. Advancing Climate-Smart Agriculture through Resilient Education (ACQUIRE) Project
14. Request for support for the Registry of Barangay Inhabitants and Migrants (RBIM)
15. Priority programs in higher education for Cagayan Valley for 2026–2028
16. Promoting Sustainability through Enterprise Development Project (PROSPER)
