
The National Irrigation Administration, during their sponsored Flag Raising Ceremony on May 11, 2026 at the Carlos M. Padilla Convention Center, reported on their accomplishments for 2025 and the first quarter of 2026 in aiding agricultural production in the province.
In 2025, the NIA implemented 23 irrigation projects valued at 189 million, subdivided into repairs of and restoration of communal irrigation projects (70 million), repairs of national irrigation systems (69 million), and ongoing solar projects (50 million). The administration also saw the restoration of irrigation of 28 hectares and 1.26 kilometers of pipelines, the completion of 11.6 kilometers of canal lining and0.34 kilometers of protection works, the construction of 64 irrigation structures and 0.04 kilometers of service roads, tallying physical accomplishments at 90.8% and 71.08% in financial.
The administration declared irrigation development in the province to be at 70.90% with 34,213.49 hectares covered as of April 2026.
NIA attested to having completed their planning and profiling for the Binogawan Small Reservoir Project in Kasibu – a 40-meter, 18.28-kilometer ‘impounding dam’ intended for the irrigation of 906 hectares in the Malabing Valley. With engineering structures at 70% in structure design, the initial surveys and profiles were submitted to the regional office in March 2026. Meanwhile, the pre-feasibility studies for the proposed Magapuy-Paitan Integrated National Irrigation Project in Bayombong were completed – a project that may benefit over 1353 farmers and predicted to have an economic rate of return of 58.25%.
In their monitoring of agricultural production in the province, the NIA declared the schedules for the second dry season harvests for such systems as the Nueva Vizcaya Bagabag Irrigation System, the Colocol Integrated Irrigation System, etc. With water delivery having begun in February and March, harvests are expected to begin and continue from June through August.
Aside from their provision of essential services, the NIA also continues to strengthen their partnership with irrigators’ associations with capability building trainings in skills such as leadership training, system development training, good agricultural practices in collaboration with Provincial Agricultural Office. The administration also conducted the NIA forum in February 2026 with local bodies and other national agencies such as the Department of Agriculture, Department of Labor and Employment, Nueva Vizcaya State University, among others. Farmers are also compensated for their prompt reporting and maintenance of canals and other irrigation systems.
As the province is primarily agricultural in its economic production, the NIA’s services are vital to the agriculture and overall livelihood and economy of Nueva Vizcaya. /igmb
