Expanded “Civil Service Conversation” Held in NV

The Civil Service Commission – Nueva Vizcaya Field Office (CSC-NVFO) headed by Director II Elpidio S. Bunagan, Jr., in partnership with the Nueva Vizcaya Human Resource Management Practitioners (NVHRMP), held its monthly “Civil Service Conversation” on 30 August at the Nueva Vizcaya Livelihood and Pasalubong Center in Magsaysay, Bayombong.

Also invited to participate in this regular meeting of HR Officers of local governments (i.e., provincial and municipal) and national government line agencies with offices in the Province were administrative officers and heads of departments of the Provincial Government of Nueva Vizcaya (PGNV), along with Division Chiefs under the Office of the Governor.

The day’s activity dealt exhaustively on CSC policies and updates, Accreditation status of the local governments on PRIME-HR, and Feedback on the ISO Audit.

Provincial Administrator Maybelle Dumlao-Sevillena, who jumpstarted the ensuing open forum, raised the issue about the need to revisit existing HR Policies of the PGNV, particularly those that have no explicit backup CSC Rules and Regulations. This study, she said, is “in pursuance of the spirit of the ‘(R)eforms for Good Governance’ component of the PGNV’s PRAYERS N FAITH Development Agenda”.

“There is a need to rationalize and streamline our HR policies, which should take into consideration the welfare of our fellow public servants, with the end in view of bringing about greater productivity, and higher job and workplace satisfaction levels among them, without of course undermining the general interest of the whole bureaucracy”, she added.

In his rejoinder, Director Bunagan said that “internal policies should simply provide clarification on the existing CSC Rules and Regulations, tailored to fit local circumstances, and may even provide stricter rules for more efficient implementation thereof, but should never digress from or limit the intended basic prescriptions”.

In view of the many issues and concerns coming mostly from the PGNV participants, PA Sevillena suggested the setting of an exclusive meeting between PGNV officials and CSC resource persons to afford enough time for more in-depth interactions concerning the proposed crafting of more HR-friendly internal policies. Thereafter, the NVHRMP proceeded to tackle their own preset agenda.#jlc
