PGNV updates its procurement knowledge base
The Provincial Government of Nueva Vizcaya (PGNV), headed by Governor Carlos M. Padilla, engaged the services of a Public Procurement Specialist anew to conduct a re-orientation and updating on R.A. No. 9184, otherwise known as “The Government Procurement Reform Act”, and its Implementing Rules and Regulations, among its Administrative Officers and other key personnel involved in the processing of government procurements.
The presentations and ensuing discussions centered on the following: General Provisions of R.A. No. 9184 and its IRRs; Procurement planning; Market engagement; Technical specifications writing; Cost estimation; Procurement of goods, infrastructure projects, and continuing services; and Alternative methods of procurement.
The lead resource person, presently a multi-domain consultant to various local and international government agencies and development institutions, used to be the Deputy Director of the DBM’s Government Procurement Policy Board – Technical Support Office that is primarily responsible for drafting manuals, guidelines and other issuances relating to the implementation of the procurement law.
The 2-day training, which was held on 12-13 December at the Nueva Vizcaya Livelihood and Pasalubong Center in Magsaysay, Bayombong, is in line with the PGNV’s standing policy of continuously enhancing its management and operating systems and upgrading of the knowledge and skills of its human capital, pursuant to the “(R)eform the Government” component of its PRAYERS N FAITH platform of governance and public administration.
Jointly orchestrating this capability-building activity were Atty. Voltaire B. Garcia, Provincial Legal Officer and concurrent BAC-Infrastructure Chairperson, and Emilie R. Ganacias, Provincial General Services Officer and concurrent BAC Secretariat Head.#jlc
