Kayapa bags AHD and RPFP awards

Mayor Elizabeth D. Balasya, MD, MPH, led the Nueva Vizcaya contingency, along with Provincial Population Officer Elvira G. Tongson, in receiving regional awards won by the Municipality of Kayapa on April 1, 2022 at the Zen Hotel in Santiago City, Isabela.

Kayapa bagged the awards for Most Outstanding Municipality in Advancing Adolescent Health and Development (AHD), and Responsible Parenthood and Family Planning (RPFP).

The other regional champions were Santiago City, Isabela, and the Municipality of Maddela, Quirino, as Most Outstanding City for AHD and RPFP, and Most Outstanding Municipality in Advancing Population and Development (POPDEV), respectively.

Each of the winners received a Plaque of Recognition and a cash prize of P15,000. “They all advance to the national competition level where its awarding ceremony has been tentatively set for May 4, 2022”, the 2022 Regional Search and Award Committee (RSAC) declared.

In accepting the awards, Mayor Balasya acknowledged the invaluable continuing technical assistance of all the personnel of the Population Division under the Office of Provincial Governor Carlos M. Padilla, and the earnest efforts of Dr. Miguela C. Watchorna, Municipal Health Officer and Population Officer-Designate of Kayapa, and all her staff, that greatly contributed to this feat which, she said, is the first-ever for the LGU.

She then proceeded to challenge all her fellow public servants to continue serving the more than 26,000 people of Kayapa who, she said, mostly belong to the Kalanguya, Iwak, and Ibaloi ethnolinguistic groups, and to aim for more awards for the LGU.

The KPA was launched in 1989 as the Rafael M. Salas Population and Development Award (RMSPDA) to perpetuate the legacy of Rafael M. Salas, the first Executive Director of the United Nations Fund for Population Activities (UNFPA) from 1969 to 1987, by honoring Local Government Units (LGUs), local chief executives (LCEs), and institutions or individuals for their outstanding contributions in the field of population and development. In 2019, the RMSPDA was changed to Kaunlarang Pantao Award (KPA).

This year’s awards specifically recognize the efforts and initiatives of the LGUs in advancing various population and development strategies, particularly responsible parenthood/family planning, adolescent health and development, and population and development integration during the pandemic. #mccd/rmi/jlc reporting
