The Barangay Council for the Protection of Children (BCPC) conducted its annual validation in two barangays in Kasibu, Nueva Vizcaya, on August 29, 2025.
Barangays Capisaan and Papaya received top marks during the recent BCPC validation, led by validators from the Department of the Interior and Local Government (DILG), the Provincial Social Welfare and Development Office (PSWDO), DepEd- SDO of Nueva Vizcaya, and the Women and Children Protection Desk Office of NVPPO. This activity is part of the Provincial Local Government Unit’s (PLGU) annual BCPC validation and feedback initiative under the leadership of Governor Atty. Jose V. Gambito, which aims to toughen child protection efforts at the community level. The awarding ceremony is scheduled for November, in celebration of the National Children’s Month.
Barangay Capisaan, with Patrick M. Batulon serving as the Punong Barangay, earned a perfect score and was rated “IDEAL.” Validators commended the barangay for its excellent records management, strong commitment to child protection, and highly capable team. The evaluators noted that knowledge and involvement extended beyond just the barangay captain and secretary, other officials were also well-versed in the program, demonstrating that the entire council was engaged and proactive.
Barangay Papaya, headed by Punong Barangay Irene B. Hawete-Uyammi, also received an “IDEAL” rating. The barangay was recognized for its well-maintained documentation, particularly the consistent generation of meeting minutes and the effective implementation of child-centered programs. However, the validation team noted the need to acquire a proper filing cabinet and improve the labeling of files to ensure better organization and secure recordkeeping.
The validation team included LGOO II Jubereen F. Flores of DILG Nueva Vizcaya Provincial Office, Public Schools District Supervisor Edward M. Santiago of DepEd- SDO of Nueva Vizcaya, SWO II Vernice H. Balingue of PSWDO, and PMAJ Odlanyer C. Endrinal, Chief, Women and Children Protection Desk Officer of NVPPO. Their visit highlighted the dedication of local leaders in safeguarding children’s rights and asserted the provincial government’s tireless work to support and reward exemplary practices in local governance.#jmcb
