SPNV lauds NVSU’s new president

The Sangguniang Panlalawigan of Nueva Vizcaya (SPNV) headed by Vice Governor and Presiding Officer Atty. Jose V. Gambito issued on September 12, 2022 Resolution No. 2022-4293 extending congratulations to Dr. Wilfredo A. Dumale, Jr. for having been appointed as the new President of the Nueva Vizcaya State University (NVSU).

In said Resolution, the SPNV stressed that Dr. Dumale has spent much of his life in Nueva Vizcaya, and, for all intents and purposes, he is indeed a Novo Vizcayano although he was born in Nueva Ecija.

Dr. Dumale ranked No. 1 in the Search for NVSU Presidency after careful deliberation by the Search Committee headed by Atty. Cinderella Filipina S. Benitez-Jaro, who also presented the result of their evaluation of the two applicants for the University’s top post during the Executive Session of the NVSU Board of Regents (BOR) held on September 8, 2022 at the CHED Central Office in Manila. Dr. Dumale and his co-applicant garnered 94.31% and 87.48%, respectively, in terms of professional competence, academic background, public forum performance, and showing during the personal interview.

After his proclamation as the 4th President of NVSU by the BOR, he immediately took his oath of office before Commissioner Marita Rana Canapi.

The new President vowed to be truly at the forefront in helping steer the NVSU towards the realization of their shared vision of “a premier University in a global community”.

In pursuit thereof, he explained, they shall be adopting “a five-pronged strategy, laid down as interrelated goals, namely, Globally Competitive Graduates, Research and Development-cum-Community Engagement, Technology Commercialization, Internationalization, and Administrative Efficiency”.

His credentials include: as a scholar under the PNB College Technical Scholarship Program, he was a University Scholar and College Scholar for 7 consecutive semesters and a Cum Laude graduate of Bachelor of Science in Agriculture (1994) at the Central Luzon State University (CLSU), Science City of Muñoz, Nueva Ecija; as a scholar under the PCARRD-DOST Graduate Degree Scholarship Program, he was a graduate of Master of Science in Soil Science (2003), Institute of Graduate Studies, CLSU; as a scholar under the Monbukagakusho Scholarship Program, he achieved his Doctor of Philosophy (Ph.D.) degree in Biological and Environmental Engineering (2009), Graduate School of Agriculture and Life Sciences, University of Tokyo, Tokyo, Japan; he obtained his Diploma in Development Management (2021) under the Public Management Development Program – Senior Executive Class (PMDP-SEC) of the National Government Career Executive Service Development Program (NGCESDP) where he graduated Class Valedictorian, and was conferred the Top Gun Award and Outstanding Capstone Paper Award; he finished his Post-Doctorates being a Fulbright Fellow of the Fulbright-Philippine Agriculture Scholarship Program (FPASP) for Advanced Research under the Department of Soils and Crop Sciences, Colorado State University, Fort Collins, Colorado, USA; he was a UT Post-Doctoral Researcher (2010-2011) at the Department of Biological and Environmental Engineering, University of Tokyo, Japan; and he has vast experience in international linking and networking, especially in the realm of scientific paper research and presentation. #mccd reporting
